14.8 REMOTE OPERATOR COMPETENCIES<br />

14.8.1 The competencies for MASS operators have been categorised using three distinct functional levels in accordance<br />

with STCW: namely Support Level, Operational Level and Management Level. Each level encompasses specific<br />

responsibilities tailored to ensure the safe, efficient, and compliant operation of MASS.<br />

14.8.2 Competencies are based on an operator holding a seafarer qualification as detailed in paragraph 14.6.1 and are<br />

aimed at supplementing this standard level of maritime training.<br />

14.8.3 MASS Operator training should follow a logical progression of increased complexity that mirrors the increasing<br />

level of responsibility they will undertake as they move from a support level role to an operator role and ultimately<br />

a management level position.<br />

14.8.4 The Support level is primarily focused on hands-on operation and preparation of the MASS systems. Stationed<br />

at the location from which the MASS is deployed, they handle all preparatory tasks and may assume control of<br />

the MASS up to port limits. Their responsibilities encompass:<br />

n Safe operation of the MASS systems in line with established protocols.<br />

n Execution of pre-deployment checks and routine maintenance.<br />

n Collaboration with team members for optimal MASS performance.<br />

n Adherence to safety policies, national and international legislations, and industry standards.<br />

n Troubleshooting technical issues with the MASS systems.<br />

n Participation in mission planning, execution, and documentation.<br />

n Continuous professional development related to MASS systems and operations.<br />

n Engagement in emergency response drills and training.<br />

n Reporting of incidents and contribution to investigations.<br />

14.8.5 The Operational level emphasizes the safe execution of MASS operations in collaboration with the Management<br />

level. Responsibilities include:<br />

n Supporting the Management level in MASS operations.<br />

n Compliance with safety policies, legislations, industry standards, and company policies.<br />

n Identifying issues in the MASS operational systems.<br />

n Maintenance of records, reports, and certificates.<br />

n Leading in mission planning, execution, and documentation.<br />

n Leading in emergency response drills and training.<br />

n Leading in navigation, payload management, and navigational equipment maintenance.<br />

n Effective communication with the Management level and team members.<br />

n Adherence to safety protocols and policies.<br />

14.8.6 The Management level assumes overarching responsibility for the MASS and its operations. Responsibilities<br />

encompass:<br />

n Overall responsibility for the MASS and its operations.<br />

n Implementation and enforcement of safety policies.<br />

n Compliance with legislations, industry standards, and company policies.<br />

n Leadership and motivation of the MASS operational team.<br />

n Issuance of clear orders and instructions.<br />

n Management of the MASS for efficient and cost-effective operations.<br />
