n Abandon MASS procedure (if vessel manned).<br />
6.14.3 Checklists/Aide Memoires may be useful in this regard onboard the MASS and at control stations.<br />
6.14.4 The roles and responsibilities of all personnel in an emergency situation should be defined and recorded.<br />
6.14.5 The safety management system should provide for measures ensuring that the Operator’s organisation can<br />
respond at any time to hazards, accidents and emergency situations involving its MASS. This is particularly<br />
important during crewless periods of operation.<br />
6.14.6 It is essential that there is the ability to communicate with the emergency services via the MASS or RCC.<br />
6.14.7 Preparation for emergency situations requires careful consideration and planning. All new and existing personnel<br />
should undertake suitable and sufficient training for each of the emergency scenarios. A programme of drills and<br />
exercises to react for emergency actions should be incorporated into any vessel management plan.<br />
6.14.8 Any exercises conducted should be recorded. This record should include the names of those who participated.<br />
6.15 PERSONNEL AND TRAINING<br />
6.15.1 All personnel should receive training appropriate to the tasks they undertake. It is the responsibility of the Operator<br />
to ensure that this training is given, and that the personnel have an understanding of the relevant regulations and<br />
rules. This training should be recorded in the MASS Operators Training Record Book (see Chapter 13).<br />
6.15.2 As a minimum, this means:<br />
n For the Operator, the relevant qualifications;<br />
n For the crew, relevant qualifications and any additional training appropriate to their designated duties.<br />
6.15.3 Training needs analysis should be conducted regularly for identifying any training, which may be required in<br />
support of the SMS and ensure that such training is provided for all personnel concerned.<br />
6.15.4 Relevant information on the SMS should be distributed to all personnel in a clear, concise manner, which should<br />
include considerations of language.<br />
6.15.5 The SMS should also incorporate an effective feedback procedure such that the MASS’s personnel are able to<br />
communicate effectively in the execution of their duties related to the SMS.<br />
6.15.6 Prior to the first occasion of working on the MASS, each employee should receive appropriate familiarisation<br />
training and proper instruction in onshore and on board procedures. This should include, but is not necessarily<br />
