8 Ship Design and Manufacturing<br />

Standards for MASS<br />

8.1 OBJECTIVE<br />

The objective of this Chapter is to provide a process to ensure that the design, manufacture, through<br />

life survey, maintenance and disposal requirements of MASS are appropriately considered. This<br />

Chapter is written as a goal based requirement to permit the maximum scope to introduce innovative<br />

ideas into the design.<br />

8.2 S<strong>COP</strong>E<br />

8.2.1 The scope of this Chapter is to cover the design, manufacture and through life survey, maintenance and disposal<br />

requirements of MASS. The MASS in this context is taken as the vessel, equipment and systems (including<br />

software), afloat and ashore, which constitute all the key elements of the MASS.<br />

8.2.2 The MASS should be designed, constructed and maintained with reasonable care and, in particular, in compliance<br />

with the requirements of a classification society which is recognised by the Flag State Administration; or in<br />

accordance with applicable national standards of the Flag Administration which provide an equivalent level of<br />

safety, for example UK MCA Workboat Code.<br />

8.2.3 For the defined operational life of the MASS it should be designed and constructed to:<br />

n Enable the MASS to operate in all Reasonably Foreseeable Operating Conditions (RFOC);<br />

n Carry and respond to all foreseen loads in a predictable manner, with a level of integrity commensurate with<br />

operational and safety requirements;<br />

n Ensure the watertight and weathertight integrity, to meet buoyancy and stability requirements;<br />

n Minimise the risk of initiating fire and explosion;<br />

n Minimise the spread of fire;<br />

n Enable the maintenance and repair in accordance with the maintenance philosophy.<br />

8.2.4 Operators should be provided with adequate access, information and instructions for the safe operation and<br />

maintenance of the MASS.<br />

8.3 SELECTION OF DESIGN BUILD AND SURVEY REQUIREMENTS<br />

8.3.1 MASS shall be certified to demonstrate compliance with the requirements of the Code. Certification requirements<br />

are covered in Chapter 13.<br />

8.3.2 The MASS supplier is to provide evidence and justification to the RO (or MCA approved Certifying Authority for<br />

Workboats) to demonstrate that the MASS is fit for the intended role and meets the goals of this Chapter. This<br />

evidence is to include the following information:<br />
