18.5 AIR POLLUTION<br />
18.5.1 All engines with a power output of greater than 130kW, installed on a MASS of any size, or a MASS in commercial<br />
use for sport or pleasure over 24 metres length (as measured using EC Directive 2013/53/EU), constructed after<br />
1st January 2000, should be issued with an Engine International Air Pollution Prevention (EIAPP) Certificate and<br />
a Technical File, according to schedule 2 of MSN 1819(M+F).<br />
18.5.2 A MASS less than 24 metres certified as a MASS in commercial use for sport or pleasure is not required to carry<br />
an EIAPP certificate if it is compliant with EC Directive 2013/53/EU. Further guidance on air emissions regulations<br />
can be found in MSN 1819 (M+F)85 and the Merchant Shipping (Prevention of Air Pollution from Ships). There<br />
are additional requirements for compliance with IMO MARPOL Annex VI Regulation 13 (NOx emissions) that<br />
require a vessel operating in an Emissions Control Area (ECA) to be fitted with engines compliant to IMO Tier III,<br />
certified by an Engine International Air Pollution Prevention (EIAPP) certificate.<br />
18.6 BALLAST WATER<br />
18.6.1 MASS should comply with the International Convention for the Control and Management of Ships’ Ballast Water<br />
and Sediments (2004) as applicable.<br />
18.7 USE OF ANTI-FOULING COATINGS AND PAINTS<br />
18.7.1 On the 5th October 2001, the IMO adopted the International Convention on the Control of Harmful Anti-Fouling<br />
Systems on Ships. This Convention prohibits the use of environmentally harmful organotins (for example, Tributyl<br />
Tin) in antifouling paints applied on vessels, including MASS, and prevents the possible use in the future of other<br />
harmful substances in anti-fouling systems. The Merchant Shipping (Anti-fouling Systems) Regulations 2009<br />
(SI 2009 No. 2796)83 apply to MASS.<br />
18.7.2 As a result of EC Regulation EC 782/2003 on the prohibition of organotin compounds on ships, it became<br />
compulsory for all ships in the EEA not to apply or re-apply organotin compounds which act as biocides in antifouling<br />
systems from 1st July 2003. For vessels less than 24 metres in length it is not necessary to provide for a<br />
specific survey or declaration.<br />
