2 As outsourcing relies on contracting with vendors, there is a risk<br />

that new contracts will mean transitioning to a new vendor. This<br />

may also impact retailer ECR systems <strong>and</strong> POS terminals,<br />

although these issues are being addressed.<br />

3 As all e-<strong>WIC</strong> transactions are electronic, saving the full set of<br />

transaction data, this is a benefit that will be derived from an e-<br />

<strong>WIC</strong>, regardless of the technology or whether it is outsourced or<br />

operated in-house.<br />

3 Regardless of technologies or approach, e-<strong>WIC</strong> will provide<br />

retailers with a means to automate approval of transactions <strong>and</strong> to<br />

provide an electronic check on each transaction.<br />

0 The cost study indicates that annual operations costs are greater<br />

than the paper-based system <strong>and</strong> the other two alternatives.<br />

3 On-line e-<strong>WIC</strong> transactions cannot be conducted if there is a loss<br />

of connectivity to the POS terminal. However, these networks<br />

have proven to have a sufficient level of reliability for use by the<br />

credit/debit industries.<br />

2 Regardless of the alternative, Virginia will need to provide a level<br />

of support to its retailers. In the outsourced environment, this may<br />

be paid for as part of the CPCM rather than an up-front<br />

investment.<br />

3 In this case, the e-<strong>WIC</strong> vendor takes on the responsibility of<br />

adapting to changes in technologies <strong>and</strong> other related changes.<br />

4.1.2 ALTERNATIVE 2: ON-LINE, IN-HOUSE<br />

CDP, Inc. is developing an on-line e-<strong>WIC</strong> system as part of their work with the Commonwealth<br />

of Kentucky. The e-<strong>WIC</strong> system is being developed to comply with ANSI st<strong>and</strong>ard X9.93 3 to<br />

facilitate porting to <strong>and</strong> integration with other State <strong>WIC</strong> systems that are <strong>EBT</strong>-ready.<br />

To State, Regional <strong>and</strong> local employees using the system, <strong>and</strong> to participants, the difference<br />

between the outsourced <strong>and</strong> in-house on-line systems should be transparent. The greater<br />

differences will come in the responsibilities of the State to accommodate all functions of the e-<br />

<strong>WIC</strong> system. These responsibilities will be the same regardless of whether the State elects to<br />

implement an on-line or off-line system. They include:<br />

• Design, development, <strong>and</strong> configuration of the ported e-<strong>WIC</strong> system to meet VDH<br />

requirements. While the Kentucky system is being developed to facilitate porting, it will<br />

still require system changes to synch up with the functions that will be incorporated into<br />

the Crossroads SAM.<br />

retailer <strong>and</strong> the e-<strong>WIC</strong> host.
