As seen above, once a retailer deposits a FI there are a number of points where a reject can<br />

occur, including at the retailer’s own financial institution (for example, if a MICR line is<br />

incorrectly printed), at the Federal Reserve <strong>and</strong> through the audits conducted by Covansys. <strong>WIC</strong><br />

is not prefunded; Covansys draws funds from the State <strong>WIC</strong> account on the day of settlement.<br />

Covansys charges a wire transfer fee for the drawdown which occurs on each business day.<br />

VDH provides Covansys with the authorized vendor lists, food item <strong>and</strong> food package pricing<br />

data, <strong>and</strong> files containing FIs issued <strong>and</strong> FIs voided.<br />

The banking contractor charges fees based on transaction volumes <strong>and</strong> materials. Services such<br />

as manual audits/edits of redeemed FIs are priced within the transaction fees. Transaction fees<br />

include:<br />

• Food instruments paid (this fee is less for Farmers’ Market FIs than for normal <strong>WIC</strong> FIs)<br />

• Food instruments rejected<br />

• Endorsement edits<br />

• Electronic funds transfer (EFT) ACH payments<br />

• ACH statements for individual retailers <strong>and</strong>/or corporate chains<br />

• Wire transfer (a daily transaction made to draw down funds from the State <strong>WIC</strong> account)<br />
