Virginia Department of Health <strong>WIC</strong> <strong>EBT</strong> <strong>Feasibility</strong> <strong>Study</strong> <strong>and</strong> Cost-Benefit <strong>Analysis</strong><br />

Timed transactions based on the food items <strong>and</strong> quantities indicated the National Evaluation<br />

Model resulted in an estimated <strong>WIC</strong> transaction time of 4 minutes 18 seconds. During a <strong>WIC</strong><br />

transaction the cashier is responsible for:<br />

• Ensuring the participant has a <strong>WIC</strong> ID Folder<br />

(identification)<br />

• Verifying the name of the participant on the FI (2)<br />

• Verifying the purchase date is within the first <strong>and</strong> last<br />

dates to spend (3)<br />

• Verifying the food items are <strong>WIC</strong>-allowable <strong>and</strong><br />

conform to what is on the prescription 12 (4)<br />

• Ensuring that the maximum dollar amount does not<br />

exceed $125<br />

• Entering the amount of the purchase in blue or black<br />

ink prior to requesting a participant’s signature (5)<br />

• Requesting a signature, which must be in blue or black<br />

ink (6)<br />

• Providing or offering a receipt<br />

From the retailer perspective, cashiers often face challenges<br />

created by the client. The Retailer Survey asked retailers what were the most problematic<br />

experiences they encountered with <strong>WIC</strong> transactions, with the survey allowing retailers to check<br />

all that apply. Retailers responded as follows:<br />
