Virginia Department of Health <strong>WIC</strong> <strong>EBT</strong> <strong>Feasibility</strong> <strong>Study</strong> <strong>and</strong> Cost-Benefit <strong>Analysis</strong><br />
In general, a <strong>WIC</strong> family visits the clinic every three months. They are given a health screening<br />
<strong>and</strong> any required nutritional education, performed by a Competent Professional Authority<br />
(CPA)/Nutritionist. Once the visit is complete, the family visits a Nutrition Associate (NA) who<br />
prints three month’s worth of FIs for the family, validates the content of the FIs, <strong>and</strong> gives the<br />
FIs to the participant 8 . If it is a first visit, the participant is given a <strong>WIC</strong> ID Folder <strong>and</strong> at many,<br />
but not all clinics, is given a protective sleeve for the folder. The NA will schedule the next<br />
appointment <strong>and</strong> write the appointment date on the back of the <strong>WIC</strong> ID Folder. A new<br />
participant is given training on how <strong>and</strong> where to use the FIs, unless this training has already<br />
been given by the CPA/Nutritionist. The participant is asked to sign a stub, acknowledging<br />
receipt of the FIs. The NA shreds all unused stock 9 . The NA also initials <strong>and</strong> dates FI stubs;<br />
either the NA or other designated staff places the stubs in a file in numerical order.<br />
If there is a printing error or some other type of error, or if a participant has brought back an FI<br />
that requires a change, the FI will be voided. Voids are entered into the <strong>WIC</strong>NET system, the FI<br />
is stamped “Void”, <strong>and</strong> the void is initialed <strong>and</strong> dated <strong>and</strong> placed in a file in numerical order.<br />
Both stubs <strong>and</strong> voids are filed by month <strong>and</strong> kept for a minimum of three years. Following is the<br />
general work flow for FI issuance <strong>and</strong> voids.<br />
