franchisee receives up to 5% of the shares of each company<br />

accepted by the incubator.<br />

7.10. INTERNATIONAL COOPERATION<br />

The Israeli government has entered into a number of R&D cooperation<br />

agreements with foreign governments and the European Union, to foster ties<br />

between Israeli and overseas companies designed to facilitate joint ventures in<br />

the R&D, manufacturing and marketing fields. Such agreements exist with the<br />

United States, Canada, the European Union countries, and Asia.<br />

7.10.1. The Seventh Framework Program of the European Union's<br />

Commission on Science and Technology<br />

The European Union's Seventh Framework Program for Research and<br />

Technological Development (FP7) is planned for 7 years and will be<br />

active from 2007 to 2013.<br />

The FP7 budget is still being negotiated between the European Council<br />

of Ministers, the European Parliament and the European Commission.<br />

Priorities covered by FP7 include life sciences, genomics and<br />

biotechnology for health, information society technologies,<br />

nanotechnologies and nanosciences, "intelligent" materials, new<br />

production processes and devices, aeronautics and space, food quality<br />

and safety, sustainable development, global change and ecosystems,<br />

citizens and governance, and other promising research areas.<br />

Research institutes and companies in associated EU countries are<br />

eligible for the funding of joint projects, in partnership with EU<br />

countries. The projects have to be trans-national, i.e., only consortia of<br />

partners from different member and associated countries can apply. The<br />

coordinating office is ISERD.<br />

7.10.2. Eureka<br />

Eureka is a Europe-wide network for industrial R&D, uniting 29<br />

countries by promoting 'market-driven' collaborative R&D projects in<br />

most fields of advanced civilian technology. An agreement signed in<br />

1993 with the European Eureka Secretariat allows Israeli companies to<br />

join this prestigious program.<br />
