10. ISRAEL LAND ADMINISTRATION<br />

10.1. RESPONSIBILITIES<br />

The Israel Land Administration (ILA) is responsible for managing land owned<br />

by the State of Israel, Keren Kayemet Le'Israel (Jewish National Fund, KKL),<br />

and Rashut Pituach (Development Authority) - comprising 93% of the land in<br />

Israel. Land managed by the ILA is considered be State-owned.<br />

Management policy is based on the following laws and regulations:<br />

� Basic Law: Israel Land (1960) - stipulates that State-owned land may not<br />

be sold or leased.<br />

� The Land of Israel Law (1960) - regulates change of ownership of<br />

State land.<br />

� The Israel Land Administration Law (1960) - grants the Israel Land<br />

Administration responsibility for managing State land.<br />

� The Treaty Between the State of Israel and KKL (1961) - provides that the<br />

ILA will manage State-owned land, as defined above.<br />

10.2. MAIN ACTIVITIES<br />

� Marketing and development - land is planned and developed in conformity<br />

with goals set by the Government of Israel and the Israel Land Administration<br />

Council, in coordination with the relevant ministries and authorities (Housing<br />

and Construction, Tourism, Industry and Trade, municipalities, etc.).<br />

Planning and development goals include, inter alia, the creation of housing<br />

and employment, and provision of recreation facilities.<br />

Land is generally sold or leased on the basis of issuing tenders and<br />

occasionally by drawing lots.<br />

� Acquiring land - on behalf of the State of Israel, particularly when the State<br />

is interested in developing areas for communal purposes, such as roads,<br />

schools, cultural centers, etc.<br />

The acquisition process is usually by way of direct purchase or by offering<br />

the landowner or holder of land rights an alternative property, or monetary<br />

compensation.<br />

� Control over use of land - since the land is allocated for specific purposes,<br />

controls are exercised, inter alia, in order to prevent breach of contract.<br />
