An action plan for <strong>acute</strong> and community <strong>services</strong><br />
The current rates <strong>of</strong> access to <strong>acute</strong> <strong>hospital</strong> <strong>services</strong> can be exam<strong>in</strong>ed to assess use and<br />
equity <strong>of</strong> access. Hospitalisation rates (directly age and sex standardised aga<strong>in</strong>st <strong>the</strong><br />
European standard population), have been produced for medical, surgical, paediatric and<br />
obstetric admissions. This analysis is shown <strong>in</strong> Table 28.<br />

A comparison <strong>of</strong> <strong>hospital</strong>isation rates across counties for medical admissions shows that <strong>the</strong><br />
rate <strong>in</strong> Limerick City is significantly higher (2,949 discharges per 10,000 population) than <strong>the</strong><br />
o<strong>the</strong>r counties and almost twice that <strong>of</strong> Limerick County.<br />
A similar pattern is seen across surgical and paediatric admissions with Limerick City<br />
residents hav<strong>in</strong>g <strong>the</strong> highest <strong>hospital</strong>isation rate. A potential factor contribut<strong>in</strong>g to this higher<br />
rate <strong>of</strong> admission from Limerick City residents <strong>in</strong>to <strong>acute</strong> <strong>hospital</strong> <strong>services</strong> is <strong>the</strong> so called<br />
‘distance decay effect’, whereby <strong>the</strong> utilisation <strong>of</strong> <strong>services</strong> is <strong>in</strong>versely related to <strong>the</strong> distance<br />
<strong>of</strong> patients from <strong>hospital</strong>s 50 .<br />
It must be borne <strong>in</strong> m<strong>in</strong>d that <strong>the</strong> <strong>hospital</strong>isation rates are based on discharge <strong>in</strong>formation<br />
available from HIPE, which <strong>in</strong>cludes data relat<strong>in</strong>g to public <strong>hospital</strong> activity only.<br />
