Buenas prácticas agrícolas para la adaptación al cambio climático Parte 3AbstractThe decisions of private actors in agriculture are influenced by endogenousand exogenous factors. Among the endogenous factors are the capacity ofthe operator and his attitude toward risk, farm resources, socioeconomicconditions of the family, etc. Among exogenous factors are the accessibilityconditions, existence of agroindustries in nearby areas, suppliers ofservices, climate conditions and the rules defined by public policies. Thelatter are required for farmers to take necessary precautions, to adapt tothe scenario, and to acquire means to recover from undesirable effectsassociated with instability derived from climate variability and climatechange. There is need to differentiate policy objectives at local, nationaland international levels, highlighting the importance that at each level thereis explicit recognition of institutional responsibilities. At the local level,local governments are the responsible entities. At the national level, thereare many institutions that share responsibilities, and at the internationallevel, the international organizations require agreement of all countries todefine and to comply with the policies. Policies must be placed in practicethrough specific policy instruments, and the institutional capacity must bestrengthened.Key words: instability, instruments, factors, risk, resources148
