Buenas prácticas agrícolas para la adaptación al cambio climático Parte 3AbstractSan Pedro del Norte is a municipality located on the northern hillsides ofthe department of Chinandega, Nicaragua, bordering with the municipalityof San Marcos de Colón, Honduras. Various climate events, alternatingbetween droughts and tropical storms, have affected the territory. Thedrought of 2001 motivated the authorities to implement a pilot project onpayments for environmental services (PES) to restore the micro watershedPaso de los Caballos, located in San Pedro de Potrero Grande inNicaragua, the main water source. In 2002, upon approval of a municipalordinance, the local Fund for Environmental Services (FES) was created.This mechanism strengthened the institutional capacity in environmentalmanagement, improved water availability, contributed to the maintenanceof native forest in the micro watershed and increased the social capital ofthe local government. However, the FES is small compared to the areaneeded to significantly increase water capture in the catchment area, andthe low income of the population limits asking for additional contributions.To strengthen the FES requires coordination between the MunicipalDevelopment Plan, which integrates the amplification of the PES mechanism,and national mechanisms for transferring financial resources tomunicipalities that will permit them to strengthen the local FES. Since thereare global benefits due to forest regeneration, it may be possible to obtaininternational resources for the FES, but additional capacities are neededto access global environmental mechanisms. The actual and future scenariosof climate change require adaptation measures similar to the PESmechanism implemented in San Pedro del Norte for water resources, butto obtain a greater adaptive capacity, improvement of the human developmentindex is sorely needed.Key words: climatic events, droughts, micro watershed, environmentalmanagement, conservation244
