operations and development of the Slovenian Armed Forces in the area discussed.<br />
The analysis includes documents such as the Resolution on the National Security<br />
Concept in the Republic of Slovenia, Resolution on the Long-term Development<br />
and Equipment Programme of the Slovenian Armed Forces, The Law on the<br />
Implementation of Basic Development Programs for the Slovenian Armed Forces<br />
from 2008 to 2015, the Law on Defence and the Military Doctrine as well as<br />
documents which present operational development documents such as the Strategic<br />
Defence Overview 2002/2003 with a development vision until year 2015 and Midterm<br />
Defence Programs for 2005–2010 and <strong>2007</strong>–2012.<br />
In a detailed overview of basic regulations we can find out if the Slovenian Armed<br />
Forces are developing and equipping in the direction towards assuring capabilities<br />
for countering terrorism. The data about the situation in the area of regulations<br />
make it possible to evaluate the readiness of political structures in the Republic<br />
of Slovenia to recognize the Slovenian Armed Forces as an important factor in<br />
countering terrorism.<br />
The analysis of strategic defence and military documents shows that the legal base<br />
for activating and development of the Slovenian Armed Forces is relatively well<br />
defined. These documents have yet not been completely accommodated to new<br />
situations and needs and for this reason they are sometimes used depending on<br />
the situation. The allocation of financial means for the development of Slovenian<br />
Armed Forces capabilities which are closely connected with counterterrorism is<br />
legally defined and precisely outlined in long term and mid term programs for the<br />
development and equipment of the Slovenian Armed Forces. The whole mosaic<br />
of legal regulations is still missing some important segments which are needed for<br />
a complete definition of this area, for example the Service Act and the Defence<br />
Strategy are in the process of preparation to be adopted by the parliament and the<br />
government, to name just a few. Regardless of these facts, we can estimate that the<br />
Slovenian Armed Forces have adequate legal basis for their operation in the area<br />
of counterterrorism and that they can carry out their tasks independently and with<br />
cooperation with others agencies. If compared with other NATO member states<br />
we can estimate that in terms of legal and strategic determination of the role of<br />
armed forces our system is relatively comparable, although it has some specific<br />
deficiencies. These deficiencies are limited to the determination of cooperation<br />
between adequate structures and to the efficient coordination between them. The<br />
Strategic Defence Overview 2002/2003 with a development vision until 2015 is<br />
a quality document that served as a basis for the development of other important<br />
