Doris Österreicher ist Geschäftsfeldleiterin der Abteilung ‚Sustainable<br />
Building Technologies‘ im Energy Department des<br />
Austrian Institute of Technology. Ihre wissenschaftliche Arbeit<br />
konzentriert sich hauptsächlich auf Themengebiete in den Bereichen<br />
Integration von Energieeffizienz und erneuerbarer Energietechnologien<br />
in Architektur und Stadtplanung in nationalen<br />
sowie internationalen Projekten.<br />
70 % der gesamten CO 2 Emissionen in Europa entstehen in<br />
und um urbane Gebiete, mehr als die Hälfte aller Menschen<br />
lebt in <strong>Städte</strong>n, Tendenz steigend. Dies bedingt eine radikale<br />
Innovation in diesem Bereich und bildet damit die Grundlage<br />
für die Transformation der <strong>Städte</strong> zu ‚Smart Cities‘. Ziel ist<br />
eine nachhaltige Veränderung des Energiesystems basierend<br />
auf den Klimazielen, eine nachhaltige und leistbare Energieversorgung<br />
weltweit, die Sicherung von Wettbewerbsfähigkeit<br />
und, damit einhergehend, nachhaltige und lebenswerte<br />
<strong>Städte</strong>.<br />
Doris Österreicher is the head of the “Sustainable Building<br />
Technologies” section in the Energy Department of the Austrian<br />
Institute of Technology. Her scientific work mainly concentrates<br />
on topics concerning the integration of energy efficiency<br />
and renewable energy technologies in architecture and urban<br />
planning in national and international projects.<br />
70% of all the CO 2 emissions in Europe stem from urban<br />
areas and their surroundings. Over half of the population<br />
lives in cities and the numbers continue to rise. This requires<br />
radical innovation in this area and provides the basis for<br />
the transformation of cities into “smart cities”. The goal is a<br />
sustainable change of the energy system based on climate<br />
goals, a sustainable and affordable worldwide energy supply,<br />
the ensuring of competitiveness and the resulting sustainable<br />
cities that are worth living in.<br />

Ulrich Reuter ist Leiter der Abteilung Stadtklimatologie im Amt<br />
für Umweltschutz der Landeshauptstadt Stuttgart. Seine Schwerpunkte<br />
sind Stadtklima, globaler Klimaschutz und Luftreinhaltung.<br />
Er ist Mitglied im Fachbeirat Umweltmeteorologie und<br />
im Ausschuss Klima des Vereins Deutscher Ingenieure (VDI) und<br />
wirkt in der Richtlinienarbeit des VDI mit. Zudem ist er Lehrbeauftragter<br />
zum Thema Stadtklima an der Hochschule für Technik in<br />
Stuttgart und Autor zahlreicher Fachaufsätze und Bücher.<br />
An stark befahrenen Straßen in Stuttgart werden die EU-weit<br />
gültigen Grenzwerte für Feinstaub und Stickstoffdioxid erheblich<br />
überschritten. Zu den notwendigen Luftreinhaltemaßnahmen<br />
in Stuttgart gehören u. a. ein Lkw-Durchfahrtsverbot<br />
durch Stuttgart, Geschwindigkeitsreduktionen und die Ausweisung<br />
des gesamten Stadtgebietes als Umweltzone. Im<br />
Vortrag werden die Erfahrungen mit der Umweltzone Stuttgart<br />
ebenso beleuchtet wie diejenigen mit anderen Maßnahmen.<br />
Auch wird bilanziert, welche lufthygienischen Erfolge erzielt<br />
wurden. Im Ausblick werden die künftigen Bemühungen,<br />
beispielsweise im Bereich E-Mobilität erläutert.<br />
Ulrich Reuter is the head of the department of city climatology<br />
in the State Capital of Stuttgart. His work concentrates on<br />
city climate, global climate protection and air cleanliness. He is a<br />
member of the specialized committee on environmental meteorology<br />
and serves on the Climate Committee of the Association<br />
of German Engineers, in which he is also involved in the definition<br />
of guidelines. Reuter is also an instructor on the subject of city<br />
climate at the Stuttgart University of Technology and the author<br />
of numerous specialized essays and publications.<br />
The EU valid limit values for fine dust and carbon monoxide<br />
are exceeded by a considerable margin on roads with heavy<br />
traffic in Stuttgart. Necessary air cleanliness measures in<br />
Stuttgart include a ban on truck traffic through Stuttgart,<br />
speed limits and the declaration of the entire city area as an<br />
environmental zone. The lecture shall showcase experiences<br />
with Stuttgart as an environmental zone and those gathered<br />
with other measures. It shall examine the air hygiene successes<br />
that were achieved. Finally, the lecture shall offer an outlook<br />
on future efforts, in the field of e-<strong>mobility</strong>, for example.<br />

Hans-Günther Schwarz arbeitet für das österreichische Bundesministerium<br />
für Verkehr, Innovation und Technologie. Er<br />
studierte Physik an der TU München und Wien und forschte<br />
hauptsächlich auf dem gebiet der Umwelttechnologien. Außerdem<br />
war er in der Unternehmensberatung und der Koordination<br />
der Umweltforschung in Österreich tätig.<br />
Unsere heutige Welt ist eine urbanisierte Welt. Urbane Regionen<br />
beherbergen bei immer noch wachsender Tendenz die<br />
Mehrheit der europäischen Bevölkerung und generieren den<br />
Großteil unseres Wohlstands. In einer globalisierten Ökonomie<br />
ist das Organisationsmodell „Stadt“ faktisch zum Standard für<br />
unsere Wirtschafts- und Lebensweise geworden. Zugleich sind<br />
<strong>Städte</strong> in immer größerem Ausmaß die Ursache für Umweltschäden,<br />
Zersiedelung, Verkehrsprobleme, die Segregation von<br />
Zuwanderungsgruppen, Sicherheitsprobleme und Klimawirkungen.<br />
Lösungsansätze für die Herausforderungen, denen sich<br />
unsere <strong>Städte</strong> gegenübersehen, müssen die Vielfalt und wechselseitigen<br />
Abhängigkeit dieser Faktoren berücksichtigen, um<br />
Aussichten auf Erfolg zu haben.<br />
Hans-Günther Schwarz works for the Austrian Federal Ministry<br />
of Transport, Innovation and Technology. He studied physics at<br />
the TU Munich and Vienna University of Technology and mainly<br />
conducted research in the field of environmental technologies.<br />
He has also worked as a corporate consultant and in the coordination<br />
of environmental research in Austria.<br />
Our world today is an urbanized world. Urban regions house<br />
the still rising number of Europe’s inhabitants and generate the<br />
larger part of our wealth. The “city” as an organization model<br />
has in fact become the standard for our economies and ways<br />
of life in a globalized economy. At the same time our cities are<br />
increasingly the cause of environmental hazards, overpopulation,<br />
traffic problems, the segregation of migrants, safety issues<br />
and climate effects. Solutions for the challenges our cities face<br />
have to take the variety and reciprocal dependency of these<br />
issues into account to have a chance of success.<br />

Ilse Stockinger ist FTI-Koordinatorin der Wiener Stadtwerke.<br />
Sie studierte Rechtswissenschaften und trat nach Absolvierung<br />
der Rechtsanwaltsprüfung in die Rechtsabteilung der Wiener<br />
Stadtwerke Holding AG ein. Dort arbeitete sie im Anschluss<br />
als Geschäftsführerin der Beteiligungsmanagement GmbH. Ihr<br />
Schwerpunkt ist das öffentliche Wirtschaftsrecht.<br />
Smart City bezeichnet eine Stadt, in der systematisch Informations-<br />
und Kommunikationstechnologien sowie ressourcenschonende<br />
Technologien eingesetzt werden, um den Weg hin zu<br />
einer postfossilen Gesellschaft zu beschreiten, den Verbrauch<br />
von Ressourcen zu verringern, die Lebensqualität der BürgerInnen<br />
und die Wettbewerbsfähigkeit der ansässigen Wirtschaft<br />
dauerhaft zu erhöhen – mithin die Zukunftsfähigkeit der Stadt<br />
zu verbessern. Dabei werden mindestens die Bereiche Energie,<br />
Mobilität, Stadtplanung und Governance berücksichtigt. Elementares<br />
Kennzeichen von Smart City ist die Integration und<br />
Vernetzung dieser Bereiche, um die so erzielbaren ökologischen<br />
und sozialen Verbesserungspotenziale zu realisieren. Wesentlich<br />
sind dabei eine umfassende Integration sozialer Aspekte<br />
der Stadtgesellschaft sowie ein partizipativer Zugang.<br />
Ilse Stockinger is the FTI coordinator of the Wiener Stadtwerke<br />
(Vienna Municipal Works). She studied law and began to work<br />
for the legal department of the Wiener Stadtwerke Holding AG<br />
after passing her bar exam. She then became the managing<br />
director of the Beteiligungsmanagement GmbH and specialized<br />
in public commercial law.<br />
Smart City is a term that defines a city in which systematic<br />
information and communication strategies as well as resourcesaving<br />
technologies are used to clear the way for a post-fossil<br />
fuel society that reduces the use of resources while improving<br />
the quality of life of its citizens and the competitiveness of<br />
the city’s economy in the long term – and the future viability<br />
of the city as a whole as well. Energy, <strong>mobility</strong>, city planning<br />
and governance are all taken into account here. An elemental<br />
feature of smart city is the integration and linking of these<br />
areas to realize the potential for ecological and social improvement.<br />
The comprehensive integration of social aspects in the<br />
city’s society and a participative approach are key aspects in<br />
a smart city.
