<strong>ELSA</strong> Moot Court Competition (EMC 2 )<br />

The <strong>ELSA</strong> Moot Court Competition on WTO Law was organized for the first time in 2002/2003 with Mark Refalo at its<br />

helm. The competition has grown larger and larger over the past five years, and in <strong>2008</strong> the 6 th edition was organized.<br />

EMC2 is organized on three levels; national,<br />

regional and international. On<br />

the international level is the Final Oral<br />

Round (FOR) in Geneva, organized by<br />

<strong>ELSA</strong> International and the International<br />

Organizing Committee. 16 teams from<br />

all over the world participate, and the Judges Pool consists of<br />

widely respected and high-ranked panelists in the field of WTO<br />

Law. The competition has gained a tremendous reputation in the<br />

WTO world during these years, and is said to be both professionally<br />

organized and to be keeping a very high academic level.<br />

EMC2 allows teams from the whole world to participate, and all<br />

teams qualify either through the International Written Round,<br />

or, where there is one, a Regional Round. In Europe there are<br />

some <strong>ELSA</strong> groups that organize National Rounds of EMC2.<br />

Last year we had four National Rounds, in Hungary, United<br />

Kingdom, Ukraine and Norway. This year we had three National<br />

Rounds; Hungary, Ukraine and Norway. The National<br />

Rounds are conducted in English, and on the EMC2 case. The<br />

winning team from each of them can, due to an agreement with<br />

the Regional Round Organizer, go to one of the two <strong>ELSA</strong> Regional<br />

Rounds. In countries where there are more than eight<br />

teams participating, the two best teams are allowed to enter the<br />

Regional Round.<br />

Written Submissions<br />

All teams participating in the EMC2 have to submit a Written<br />

Submission of the Case. Each of these Written Submissions is<br />

scored by two panelists. Teams from countries in Europe where<br />

there are no National Rounds, qualify for a Regional Round<br />

with their Written Submissions.<br />

In the Regional Rounds the scores from the Written Submissions<br />

count for 30%, and the Oral Pleadings count for 70%. The team<br />

with the highest total score wins. From the two <strong>ELSA</strong> Regional<br />

Rounds the four best teams per round proceed to the FOR in<br />

Geneva. From the non <strong>ELSA</strong> Regional Rounds normally the<br />

two best teams per round proceed to the FOR. Last year two<br />

teams came from the Regional Round in Taiwan, two from Australia<br />

and one from the Latin American Regional Round.<br />

This year we had six Regional Rounds, two of which were organized<br />

by <strong>ELSA</strong> in Europe. One in Pecs, Hungary, and the other<br />

one in Cluj-Napoca, Romania. The four non <strong>ELSA</strong> Regional<br />

Rounds took place in Taiwan, Australia, the Dominican Republic<br />

and North America. The last one was organized for the first<br />

time this year. Coming to Geneva we had four teams from each<br />

<strong>ELSA</strong> Regional Round, two teams from the new Regional Round<br />

in North America, two from Latin America, two from Asia, and<br />

one from the South East Asia and the Pacific Regional Round.<br />
