Aside from income and consumption, other dimensions <strong>of</strong> poverty have been incorporated in the<br />

national poverty reduction strategies (NPRS) and development plans <strong>of</strong> some <strong>of</strong> the focal countries.<br />

Adopting a rights-based approach, the NPRS <strong>of</strong> Indonesia characterizes poverty as a situation in which<br />

people are unable <strong>to</strong> exercise their rights, including the right <strong>to</strong> resource access and right <strong>to</strong> land. India’s<br />
