Passive Defense—Measures taken <strong>to</strong> reduce the probability of and <strong>to</strong> minimize<br />

the effects of damage caused by hostile action without the intention of<br />

taking the initiative.<br />

Perimeter Security—Security elements that form the first line of defense for<br />

a site or installation. Elements include standoff, physical barriers, access control,<br />

entry control points, security lighting, hardened <strong>fighting</strong> <strong>positions</strong> and<br />

overwatch <strong>to</strong>wers, intrusion detection and surveillance systems, and security<br />

forces.<br />

Physical Security—That part of security concerned with physical measures<br />

designed <strong>to</strong> safeguard personnel; <strong>to</strong> prevent unauthorized access <strong>to</strong> equipment,<br />

installations, material, and documents; and <strong>to</strong> safeguard them against<br />

espionage, sabotage, damage, and theft.<br />

Prede<strong>to</strong>nation Screen—A structure designed <strong>to</strong> protect a critical asset by<br />

causing a weapon <strong>to</strong> de<strong>to</strong>nate prior <strong>to</strong> hitting the primary target, causing its<br />

effect <strong>to</strong> dissipate in the distance between the screen and the target.<br />

Revetment—A raised structure that provides a level of protection against<br />

splinters, shrapnel, and/or projectiles from bombs, rockets, grenades, small<br />

arms fire, or other weapons effects.<br />

Risk Management—The process of identifying, assessing, and controlling<br />

risks arising from operational fac<strong>to</strong>rs and making decisions that balance risk<br />

cost with mission benefits.<br />

Standoff Distance—A distance maintained between a building or portion<br />

thereof and the potential location for an explosive de<strong>to</strong>nation.<br />

Temporary Structures—Structures erected with an expected occupancy of<br />

three years or less. Typically includes wood-frame and rigid-wall construction<br />

and such things as Southeast Asia (SEA) Huts, hardback tents, ISO and<br />

CONEX containers, pre-<strong>engineer</strong>ed buildings, trailers, stress tensioned <strong>shelters</strong>,<br />

Expandable Shelter Containers (ESC), and Aircraft Hangars (ACH).
