to authentic local foods. In addition, organizers and participants <strong>of</strong> these events will<br />
be encouraged to improve the standard <strong>of</strong> the event and the quality <strong>of</strong> products.<br />
• In order to develop local cuis<strong>in</strong>e, a key step is to develop the necessary manpower.<br />
Lack <strong>of</strong> local man power has caused the tourism <strong>in</strong>dustry to rely heavily on<br />
expatriate labour. Hence, pr<strong>of</strong>essional development <strong>of</strong> local chefs <strong>in</strong> local cuis<strong>in</strong>e and<br />
cul<strong>in</strong>ary arts related to local food are necessary to develop and l<strong>in</strong>k local food to<br />
tourism.<br />
As noted by the ADB (2008), limited economic activities, high rate <strong>of</strong> youth<br />
unemployment and shortage <strong>of</strong> skilled labour are among development challenges<br />
faced by the <strong>Maldives</strong>:<br />
To mitigate the vulnerability that comes from the narrow economic<br />
base, the authorities need to diversify economic activity by promot<strong>in</strong>g<br />
the private sector. Improv<strong>in</strong>g the legal framework to provide a<br />
conducive bus<strong>in</strong>ess environment is needed. <strong>The</strong> most serious constra<strong>in</strong>ts<br />
are, however, a shortage <strong>of</strong> skilled labor and weak public <strong>in</strong>stitutions.<br />
S<strong>in</strong>ce vocational and skills tra<strong>in</strong><strong>in</strong>g is underdeveloped, the education<br />
system cannot provide the human resources that the labor market<br />
requires. This results <strong>in</strong> high youth unemployment (22% for men and<br />
41% for women <strong>in</strong> 2005), and heavy reliance on expatriate workers.<br />
(ADB, 2008).<br />
FHTS is the government <strong>in</strong>stitution that conducts tra<strong>in</strong><strong>in</strong>g and skills development for<br />
hospitality and tourism <strong>in</strong>dustries. In 2006, 272 students completed tra<strong>in</strong><strong>in</strong>g<br />
programmes conducted by FHTS (MTCA, 2007b). <strong>The</strong> <strong>in</strong>stitution runs certificate<br />
level courses <strong>in</strong> all areas <strong>of</strong> hospitality <strong>in</strong> addition to diploma level courses <strong>in</strong> travel<br />
and tourism. <strong>The</strong> majority <strong>of</strong> students that jo<strong>in</strong> FHTS each year are school leavers<br />
and youth. <strong>Tourism</strong> operators suggested that <strong>in</strong>corporat<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>in</strong> local cuis<strong>in</strong>e to<br />
the programmes conducted by FHTS will <strong>in</strong>troduce and motivate locals to cul<strong>in</strong>ary<br />
skills. It was also put forward that this will <strong>in</strong>crease the opportunities for<br />
employment for those who complete the tra<strong>in</strong><strong>in</strong>g while their skills and knowledge<br />
will encourage tourism operators to use more local cuis<strong>in</strong>e. A recognized<br />
qualification could also assist <strong>in</strong> chang<strong>in</strong>g the negative perceptions among locals<br />
regard<strong>in</strong>g cul<strong>in</strong>ary pr<strong>of</strong>essions.<br />
• Among the suggestions given by an operator to combat the issue <strong>of</strong> the scarcity <strong>of</strong><br />
local products and <strong>in</strong>gredients was to cultivate organic gardens <strong>in</strong> the resorts.<br />
Development <strong>of</strong> local theme restaurants was also suggested to promote local<br />
