A number <strong>of</strong> <strong>in</strong>ternational organisations and donor agencies closely work with the<br />

<strong>Maldives</strong> government and play a prom<strong>in</strong>ent role <strong>in</strong> various development projects.<br />

Reports, surveys and plans that these organisations carry out are published on the<br />

websites <strong>of</strong> these organisations, while they may not be accessible through the local<br />

government. Documents that provided <strong>in</strong>formation used <strong>in</strong> this research <strong>in</strong>clude<br />

‘Country Report on Animal Genetic Resources’ submitted to the United Nations <strong>Food</strong><br />

and Agricultural Organisation (UNFAO) by M<strong>in</strong>istry <strong>of</strong> Fisheries, Agriculture and<br />

Mar<strong>in</strong>e Resources, (MFAMR) <strong>in</strong> 2004; ‘Tsunami Impact Assessment Report 2005’ by<br />

M<strong>in</strong>istry <strong>of</strong> Plann<strong>in</strong>g and National Development (MPND) and United Nations<br />

Development Programme (UNDP); ‘Vulnerability and Poverty Assessment Report<br />

2004’ by ADB, and ‘European Community Country Strategy Paper on the <strong>Maldives</strong><br />

2007 - 2013’.<br />

F<strong>in</strong>n et al. (2000) noted that a key disadvantage <strong>of</strong> us<strong>in</strong>g secondary data is the<br />

possibility that the data may not be neutral s<strong>in</strong>ce it has been collected for a specific<br />

purpose. This was found to be true s<strong>in</strong>ce most <strong>of</strong> the articles researched regard<strong>in</strong>g<br />

tourism impacts was seen to highlight the issue <strong>in</strong> focus, be it economic, environmental,<br />

cultural or social. Hence, as Jenn<strong>in</strong>gs (2001) noted, the reliability <strong>of</strong> secondary data<br />

could be questionable.<br />

3.6 Primary data<br />

Primary data was gathered us<strong>in</strong>g content analysis, discourse analysis and surveys. <strong>The</strong><br />

stages <strong>of</strong> the data-gather<strong>in</strong>g process and the <strong>in</strong>struments used are now described.<br />

3.6.1 Content and discourse analyses<br />

This research commenced with both a content and discourse analysis <strong>of</strong> tourist<br />

brochures and resort websites. <strong>The</strong> analyses were conducted to identify the role <strong>of</strong> food<br />

<strong>in</strong> the market<strong>in</strong>g materials that are designed to shape consumer demand and<br />

expectations.<br />

Content analysis refers to the exam<strong>in</strong>ation <strong>of</strong> texts (Wood & Kroger, 2002). It aims to<br />

study the “manifest content” or the “latent content” <strong>of</strong> “texts, pictures, films and other<br />

forms <strong>of</strong> verbal, visual or written communication” (Sarantakos, 1998, p. 279). <strong>The</strong><br />

manifest content refers to words or sentences that are observable from a text, whereas<br />

the latent content is the hidden mean<strong>in</strong>gs and messages that can be deciphered from a<br />
