entirely groundless. In a word, <strong>the</strong> real objection<br />

to granting <strong>the</strong> request of our government<br />

came from <strong>the</strong> Haytian people <strong>the</strong>mselves. The<br />

opinion was general that securing <strong>the</strong> m61e was<br />

only <strong>the</strong> first step in our purpose to annex <strong>the</strong><br />

whole island to this country. Whe<strong>the</strong>r this opinion<br />

was correctly founded or not, President Hyppolite,<br />

even if he had desired to favor <strong>the</strong> United<br />

States in <strong>the</strong> matter of leasing <strong>the</strong> m61e, saw it<br />

was impolitic to act in defiance to <strong>the</strong> wishes of<br />

his countrymen.<br />

As a proof of its respect and confidence, that<br />

government appointed Mr. <strong>Douglass</strong> to represent<br />

<strong>the</strong> Haytian Republic at <strong>the</strong> World's Columbian<br />

Exposition at Chicago in 1893.
