competitiveness of small cement merchants vis-à-vis informal cement traders, and to lessen the burden on small users<br />

of cement; (v) the Zimbabwe Investment Centre and the Small Enterprises Development Corporation should encourage<br />

and support the establishment of economical and less capital intensive cement production plants in smaller centres and<br />

Growth Points along the lines of the new processing and blending plants of Zimbabwe Cement Company (Pvt) Limited<br />

of Norton and Techniks (Pvt) Limited of Gweru; and (vi) Government procurement of cement for public projects should<br />

be centrally coordinated, and responsibility placed at senior level within the implementation agencies so as to ensure<br />
