National Policy: On June 29, 1988, the Foreign Ministry of Libya condemned<br />
attempts to dump foreign wastes in Africa. The Libyan<br />
government derided the importation of wastes as “this ugly crime<br />
against the African people, which brings great pain as well as<br />
shame.” Libya also urged African governments to criminalize<br />
waste imports and to force countries responsible for dumping the<br />
waste to take it back. 114<br />

In 1992, the German agency Deutsche Gesellschaft für<br />
Technische Zusammenarbeit (GTZ) discovered a total of 47<br />
tonnes of Dieldrin (incecticide) in the Southern part of<br />
Madagascar. The Pesticide Disposal Project of the GTZ financed<br />
and carried out a disposal operation and removed all of it in 1993.<br />
The insecticide was transported to the UK for final disposal.<br />
Shell, the original manufacturer, provided technical guidance and<br />
on-site supervision. (GTZ-Brochure, <strong>2000</strong> 117 ). During parts of the<br />
operation a person from Shell, the original manufacturer, was<br />
present.<br />
