The government of Morocco advocates the incineration of<br />
unusable stocks in the country’s cement kilns.<br />

Obsolete Pesticides: In Mozambique there are altogether 443 tonnes of obsolete<br />
pesticides stored in at least 40 different locations.<br />
The following substances were identified, among others: Aldrin,<br />
DDT, EDB, Endrin, Parathion. 136<br />

1993 GTZ and D<strong>IN</strong>A, the Plant Protecion Service of<br />
Mozambique undertook a disposal operation and managed the<br />
removal of 160 tonnes of Monochrotophos/DDT and<br />
contaminated soil. The wastes were shipped to the UK for<br />
incineration. The project was fully financed by BMZ, the<br />
German Federal Ministry for Cooperation and Development 137 .<br />
A project of the Danish agency DANIDA to adjust a cement kiln<br />
to enable it to destroy the wastes has failed “due to stiff<br />
resistance by environmental NGOs” 138 , among them Greenpeace.<br />
“In 1991, at the urgent request of the Government of<br />
Mozambique, Shell collected and repacked 72,000 litres of<br />
Monocrotophos/DDT from a government warehouse in Beira,<br />
cleaned the storage area and transferred the product to a safe<br />
facility near Maputo to await disposal. In 1994, using German<br />
funding, Shell bore the full costs of the collection from Beira and<br />
the first re-packaging and contributed assistance to the final<br />
collection from Maputo.<br />
In direct connection with this disposal operation the GTZ<br />
initiated the first countrywide survey for obsolete pesticides in an<br />
African country. During a period of 12 months, a local team,<br />
trained by GTZ, documented 610 different batches in 41<br />
governmental stores and paragovernmental organisations<br />
through the country. 510 tons of obsolete pesticides were taken in<br />
the inventory, analysed and evaluated. The result, around 50<br />
percent had to be declared as “obsolete”. The survey was<br />
financed and guided by the Pesticide Disposal project of the GTZ<br />
and supervised by a local DANIDA-expert. 139<br />
