As described before, Mizoram has plenty of bamboo resources <strong>and</strong> gregarious flowering of bamboo (Melocanna<br />

baccifera) predicted that next cycle would occur in 2007 (Lalnumawia, 2005). Former Chief Minister<br />

Zoramthanga named “bamboo Minister” tried to build a new prosperity for Mizoram out of bamboo. Bamboo<br />

Policy of Mizoram 2002, which has been formulated the ecological <strong>and</strong> economic potentials of the bamboo<br />

resources. The aim of this policy was to use them as an industrial raw material for ensuring the sustainable<br />

development of local people. Specific policy in Forests Department is as follows (Department of Environment &<br />

Forests, 2006);<br />

1) Bamboo Flowering <strong>and</strong> Famine Combat Scheme (BAFFACOS) with fund provision from the Planning<br />

Commission <strong>and</strong> Twelfth Finance Commission Award.<br />

2) Management of gregarious flowering of bamboo in the Northeast which is Centrally Sponsored Scheme from<br />

the Ministry of Environment & Forests, Government of India.<br />

3) The National Bamboo Mission which is a Centrally Sponsored Scheme from the Ministry of Agriculture,<br />

Government of India.<br />

Two policies were established on the occasion of bamboo flowering <strong>and</strong> funded by federal government. The<br />

system of these schemes was similar to Joint Forest Management (JFM) implemented from the year 1990<br />

(Masuda, et al., 2005). The subsidy of JFM granted directly to Forest Development Agency (FDA) at local area.<br />

Bamboo Development Agency also received the grant <strong>and</strong> the member at district level in Aizawl is shown the<br />

following figure 1. Each member has the chance to see the meeting each other irregularly <strong>and</strong> usually exchange<br />

the official document.<br />
