1) Statistical information<br />

Fundamental information is important for governmental staff to operate the policy. It is true that bamboo<br />

resources <strong>and</strong> uses are available, but district wise data calculated by fixed percentage not to reflect the actual<br />

situation. A lot of staff related with bamboo policies from state to district level. In fact, according to the hearing<br />

survey, each staff usually has collected quantitative information watching the charge of their area.<br />

2) Collaboration of departments<br />

As shown in figure 1, Bamboo Development Agency consists of several departments in Mizoram. From a<br />

viewpoint of actual material flow, resource management, processing, <strong>and</strong> consumption was controlled by each<br />

department. Besides, bamboo forest overlapped agricultural <strong>and</strong> forest area, the former is charged of Agriculture<br />

<strong>and</strong> Horticulture Department, the latter is charged of Environment & Forests Department. However, except for<br />

official meeting, it isn’t clear that departments collaborate the aim of bamboo use <strong>and</strong> economic development<br />

respectively. The inspection of policy is also needed to check the results of policy because several people<br />

estimated the failure of bamboo plantation in 2001-2003. Effective system of bamboo policies is needed to use<br />

the resources successfully.<br />

3) Results of study<br />

Some researchers of Mizoram University <strong>and</strong> Japanese laboratories have conducted the study activities on the<br />

occasion of bamboo flowering. The results of these studies already published <strong>and</strong> reported the fragmentary<br />

information of ecological aspect of the phenomenon. Unfortunately, these efforts don’t have to connect the<br />

actual operation of bamboo policy. Now is the time to provide the useful information of bamboo for researchers<br />

as the social responsibility of academic body.<br />
