technical transfer loans to enable borrowers in the above sectors to train staff, purchase<br />

quality control equipment, etc.<br />

Other loan schemes have been operated by the <strong>Development</strong> Finance Corporation <strong>of</strong><br />

Ceylon (DFCC) (a private bank), including Athahitha (Medium and Small Enterprise<br />

Lending Scheme), PRAGMA (Small and Medium Industry Loan Scheme), and the SUHADA<br />

Leasing Scheme.<br />

The Pollution Control Abatement Fund (PCAF) is a scheme aimed at funding pollution<br />

control investment undertaken by industrialists. This is handled by NDB, DFCC and<br />

commercial banks. The fund has been mainly used by the agro-industries such as bio-tea<br />

producers, desiccated coconut manufacturers, natural vinegar producers and rubber product<br />

manufacturers.<br />

The Regional Rural <strong>Development</strong> Bank (RRDB) operates a credit scheme through a<br />

network <strong>of</strong> 17 district-based RRDBs and 175 branch <strong>of</strong>fices spread across 17 districts in<br />

support <strong>of</strong> rural enterprises. This scheme has also assisted the promotion <strong>of</strong> more than 30<br />

percent <strong>of</strong> the country’s small agribusinesses including fruit and vegetable stalls in rural<br />

areas.<br />

The Sarvodaya Economic <strong>Enterprises</strong> <strong>Development</strong> Service (SEEDS) Programme is<br />

a special institution created by Sarvodaya.<br />

The Gemi-Pubuduwa scheme is the result <strong>of</strong> efforts by the private bank, Hatton<br />

National Bank, to promote a wide range <strong>of</strong> agriculture, animal husbandry, agro-based<br />

industries and restaurants.<br />

Other schemes include: (a) Janashakthi Banku Sangam, which is specially aimed at<br />

helping women in low income groups; (b) the North Central Province Participatory Rural<br />

<strong>Development</strong> Project Loan Scheme, which is a credit scheme for small and micro enterprises<br />

basically in the areas <strong>of</strong> agriculture and related activities <strong>of</strong> livestock, fisheries, agroprocessing<br />

and storage; and (c) the Perennial Crop Project that is operating in several districts<br />

to provide subsidy as well as loan schemes to agriculture and post-harvest processors.<br />

Other leading organizations are the Southern Province Rural <strong>Development</strong> Project<br />

Loans scheme in Southern Province, and Samurdhi and Sanasa development credit schemes<br />

in Northern and Eastern provinces for small-scale enterprises and self-starters in agribusiness<br />

and other ventures.<br />

Training and other facilities<br />

The Industrial <strong>Development</strong> Board <strong>of</strong> Ceylon, through its nine provincial <strong>of</strong>fices and<br />

14 district <strong>of</strong>fices, provides a total package <strong>of</strong> assistance in most cases as a service to promote<br />

and develop agribusinesses and agro-industries throughout the country. The total package<br />

includes the identification <strong>of</strong> investment opportunities, technology training and industrial<br />

estate facilities.<br />

The Department <strong>of</strong> Agriculture, through its nationwide extension services, trains and<br />

supports farmers and agro-processors by the provision <strong>of</strong> agro-processing technology.<br />

The Export <strong>Development</strong> Board <strong>of</strong> Sri Lanka, which assists agro-industries in gaining<br />

access to foreign markets through “Cyber Traders” and trade fairs, has a grant scheme to<br />

encourage product development work by agro-processors. Grants <strong>of</strong> up to SL Rs.3 million<br />

are available to entrepreneurs who develop novel agro-products for commercialization.<br />

Export Village Programs are operated by the Export <strong>Development</strong> Board in several<br />

villages (processing <strong>of</strong> cashew nuts, chilies and other agricultural products) and have proved<br />

very successful in the promotion <strong>of</strong> agro-industries.<br />
