As regards major projects like water supply improvements, underground sewerage
scheme, storm water drains, solid waste management, roads, new shopping
complex etc., the Municipality can undertake these projects with minimum or Nil
borrowings and more support from the Government towards capital cost.
Mettur CWSS project can be taken up by the Municipality only if both capital cost
and operation & maintenance expenses is supported by the Government.
Since the town does not have the borrowing capacity to take up the proposed UGSS
and Mettur CWSS, it is suggested that remunerative projects and PPP projects be
taken up initially. The state Government needs to extend support to Gudiyattam
Municipality to take up the proposed UGSS and WS schemes. After the
implementation of the proposed mandatory reforms and improving the
Municipalityís own revenue sources, the other projects could be taken up.
