d. Bid Opening & Evaluation Process<br />
i. Opening of Bids by Purchaser<br />
1. ASI will open the Pre-Qualification and Technical Bids at the schedule<br />
given, in the presence of the representatives of the Bidders who<br />
choose to attend, at the time, date and place, as mentioned in Section<br />
6 of this document.<br />
2. The Bidders' names, modifications, bid withdrawals and the presence<br />
or absence of the requisite Bid Security and such other details as ASI,<br />
at its discretion, may consider appropriate will be announced at the<br />
bid opening.<br />
ii. Evaluation of Bids<br />
1. The selected Bidder must possess the requisite experience, strength<br />
and capabilities in providing the solution, equipment and services<br />
eessa to eet A“Is euieets, as desied i the ‘FP<br />
Document. The Bidder must possess the technical know-how and<br />
the financial wherewithal that would be required to successfully<br />
per<strong>for</strong>m activities as per the Scope of Work in Section 1 of the RFP<br />
fo the etie peiod of the otat. The Biddes id ust e<br />
complete in all respect and covering the entire scope of work as<br />
stipulated in the RFP document.<br />
2. The evaluation process of the RFP proposed to be adopted by ASI is<br />
indicated under this Clause. The purpose of this Clause is only to<br />
provide the Bidders an idea of the evaluation process that ASI may<br />
adopt.<br />
3. Evaluation of the bids will be based on Lowest Commercial bid<br />
model. Commercial bids of those bidders who qualify through a<br />
technical evaluation shall be opened and successful bidders will be<br />
based on lowest commercial value.<br />
iii. Preliminary Examination<br />
1. ASI will examine the bids to determine whether they are complete,<br />
whether the bid <strong>for</strong>mat con<strong>for</strong>ms to the RFP requirements, whether<br />
any computational errors have been made, whether required RFP<br />
fees and bid security has been furnished, whether the documents<br />
