INSTITUTIONAL ANALYSIS<br />
The Ministry of the <strong>Environment</strong> and Water<br />
Resources (MEWR) is responsible for<br />
enforcing the environmental pollution laws in<br />
Singapore. The NEA was formed under the<br />
Ministry of <strong>Environment</strong> in 2002 to<br />
implement environmental policies. The NEA<br />
is headed by a chief executive officer, and is<br />
comprised of five divisions: <strong>Environment</strong>al<br />
Protection, <strong>Environment</strong>al Public <strong>Health</strong>,<br />
Corporate Services, Meteorological Services<br />
and Human Resources. The PCD comes<br />
under the <strong>Environment</strong>al Protection Division<br />
and is responsible for enforcing the<br />
<strong>Environment</strong>al Pollution Control Act and its<br />
subsidiary laws. The PCD is responsible for<br />
toxic industrial waste control and ensures its<br />
safe handling, treatment and disposal. The<br />
<strong>Environment</strong>al Public <strong>Health</strong> Division<br />
administers the laws related to waste,<br />
contained in the <strong>Environment</strong>al Public <strong>Health</strong><br />
Act and its subsidiary legislation.<br />

All the hospitals in Singapore have appointed<br />
members of their management staff as waste<br />
managers responsible for the proper<br />
implementation of their hospital waste<br />
management programmes. In most cases, the<br />
housekeeping managers are appointed as<br />
waste managers. Each hospital has a waste<br />
management manual prepared in a standard<br />
format. These manuals provide written<br />
policies and procedures on waste handling,<br />
collection and disposal. It ensures that<br />
consistent procedures on waste handling and<br />
disposal are being practiced. The institutional<br />
setup governing healthcare waste in Singapore<br />
