INSTITUTIONAL ANALYSIS<br />

The Joint Administrative Order is to be<br />

implemented by the DENR through EMB<br />

and its Regional Offices, the National Solid<br />

<strong>Waste</strong> Management Commission (NSWMC)<br />

and by the DoH through the Center for<br />

<strong>Health</strong> Development (CHD), Bureau of<br />

<strong>Health</strong> Facilities and Services (BHFS), Bureau<br />

of <strong>Health</strong> Devices and Technology (BHDT),<br />

the National Center for Disease Prevention<br />

and Control (NCDPC), the National Center<br />

for <strong>Health</strong> Facility Development (NCHFD),<br />

and the National Reference Laboratory<br />

(NRL)-East Avenue Medical Center in<br />

Quezon City.<br />

The EMB-Central Office and EMB- Regional<br />

Office are the responsible and primary<br />

regulatory agency for healthcare waste<br />

management in the Philippines. The EMB is<br />

tasked to enforce the requirements and<br />

procedures including the permitting system on<br />

healthcare waste management. Registration of<br />

healthcare facilities as Hazardous <strong>Waste</strong><br />

Generators and the processing and approval<br />

of permits for transporting waste are done at<br />

the EMB-Regional Offices.<br />

CHAPTER 3_COUNTRY ANALYSIS<br />

The EMB-Central Office is tasked to evaluate<br />

and approve applications for the registration<br />

of hazardous waste transporter with specific<br />

handling capability and the required type of<br />

conveyance. The EMB- Central Office is<br />

responsible for the registration of treatment,<br />

storage and disposal facilities with appropriate<br />

treatment and disposal technology for the<br />

healthcare wastes. The Hazardous <strong>Waste</strong>s<br />

Tracking System database established and<br />

operated at the EMB-Central Office, is<br />

updated regularly to further capacitate it in<br />

extracting data and information specific to the<br />

waste class of interest, quantities generated,<br />

and the treatment and disposal method<br />

employed. The Hazardous <strong>Waste</strong>s Tracking<br />

System also hosts the data on the registered<br />

hazardous wastes transporters and treatment,<br />

storage and disposal facilities in the Philippines.<br />

Licensing and issuance of permit to operate<br />

healthcare facilities such as hospitals, medical<br />

centers, clinics, etc., is the responsibility and<br />

mandate of the Bureau of <strong>Health</strong> Facilities<br />

and Services of the DoH. According to the<br />

Philippines DoH, healthcare facilities and<br />

services are being regulated by its Bureau of<br />

<strong>Health</strong> Facilities and Services in coordination<br />

with CHDs.<br />
