INSTITUTIONAL ANALYSIS<br />
At the national level, healthcare waste<br />
management is under the scope of Ministry of<br />
<strong>Health</strong> (MoH) and Ministry of Science,<br />
Technology and <strong>Environment</strong> (MoSTE).<br />
Other local agencies and organizations for<br />
healthcare waste management also share<br />
responsibilities of management, collection at<br />
source, storage in healthcare facility and<br />
transport. In addition, Department of Plan<br />
and Finance, Department of Legislation,<br />
Department of Therapy, Department of<br />
Science and Education also hold responsibility<br />
for hospital and healthcare institutionalization,<br />
infection management, epidemic hygiene,<br />
occupational health and environment. Figure<br />
below presents the institutional setup<br />
governing healthcare waste in Vietnam.<br />

The Ministry of <strong>Health</strong> is responsible for<br />
supervising, checking and enforcing the<br />
hospitals, healthcare stations and healthcare<br />
service facilities to comply with the<br />
regulations. It also takes lead and cooperates<br />
with the Ministry of Construction in the<br />
planning and selection of technologies,<br />
equipments, construction and operation of<br />
healthcare waste incinerators and systems that<br />
meet the Vietnam environmental standards. In<br />
addition, the Ministry issues healthcare waste<br />
management regulations.<br />
