INSTITUTIONAL ANALYSIS
At the national level, healthcare waste
management is under the scope of Ministry of
Health (MoH) and Ministry of Science,
Technology and Environment (MoSTE).
Other local agencies and organizations for
healthcare waste management also share
responsibilities of management, collection at
source, storage in healthcare facility and
transport. In addition, Department of Plan
and Finance, Department of Legislation,
Department of Therapy, Department of
Science and Education also hold responsibility
for hospital and healthcare institutionalization,
infection management, epidemic hygiene,
occupational health and environment. Figure
below presents the institutional setup
governing healthcare waste in Vietnam.

The Ministry of Health is responsible for
supervising, checking and enforcing the
hospitals, healthcare stations and healthcare
service facilities to comply with the
regulations. It also takes lead and cooperates
with the Ministry of Construction in the
planning and selection of technologies,
equipments, construction and operation of
healthcare waste incinerators and systems that
meet the Vietnam environmental standards. In
addition, the Ministry issues healthcare waste
management regulations.
