POLICIES AND LEGISLATION<br />

The collection, recycling, treatment and<br />

disposal of toxic industrial wastes are<br />

controlled under the <strong>Environment</strong>al Public<br />

<strong>Health</strong> Act (EPHA) and the Toxic Industrial<br />

<strong>Waste</strong>s Regulations (TIWR).<br />

The EPHA controls waste including toxic,<br />

domestic and industrial waste.<br />

The generation, collection, treatment, disposal<br />

and storage of toxic industrial wastes is<br />

regulated under the TIWR. Industrial wastes<br />

controlled under the TIWR are listed in the<br />

Schedule of the Regulations as waste streams<br />

from specific industrial activities, wastes with<br />

specified toxic components and as specific<br />

categories of wastes. The list includes spent<br />

acids, alkalis, and wastes containing gallium<br />

arsenide, spent etching solutions and<br />

pathogenic waste from hospitals.<br />

CHAPTER 3_COUNTRY ANALYSIS<br />

According to the TIWR, the waste generator,<br />

collector, carrier or transporter and the truck<br />

driver are key persons involved in the control<br />

and management of toxic industrial waste.<br />

Written transport approval from PCD is<br />

required for the transportation of wastes in<br />

quantities which exceed those specified in the<br />

TIWR. Responsibilities of the key person in<br />

the transportation are as follows:<br />

Consignor is the person who presents a<br />

consignment of controlled wastes for<br />

transport. The consignor can be either the<br />

generator or the licensed collector and is<br />

responsible to obtain transport approval<br />

from PCD to transport the wastes;<br />

Carrier is the person who undertakes the<br />

transport of the controlled wastes. He can<br />

either be the generator, the licensed<br />

collector or the transport company<br />

engaged by one of them;<br />

Consignee is the person who receives the<br />

controlled wastes. He is usually the licensed<br />

collector;<br />

Driver is the person driving the vehicle<br />

transporting the toxic industrial wastes.<br />

NATIONAL INITIATIVES<br />

The <strong>Waste</strong> Management and Recycling<br />

Association of Singapore (WMRAS) is an<br />

association which aims to professionalize and<br />

develop a leading waste management and<br />

recycling industry in Asia. It keeps the<br />

members of the association updated on the<br />

regulatory and policies developments, best<br />

practices in waste management through<br />

information exchange with the MEWR, NEA<br />

and other related organizations.<br />
