Local Government: Local governments are<br />

responsible for implementing the regulations<br />

for generators and disposers of waste,<br />

including issuing business license and facility<br />

license, on-site inspection, administrative<br />

punishment and communicating with the<br />

waste management company, local residents<br />

and other related stakeholders. Local<br />

governments enjoy enormous autonomy and<br />

functions through their basic units, prefectures<br />

and municipalities.<br />

CHAPTER 3_COUNTRY ANALYSIS<br />

Private sector: <strong>Waste</strong> generators (hospitals<br />

and clinics) are responsible for the disposal of<br />

their healthcare wastes in accordance with the<br />

regulation. If they do not dispose by<br />

themselves, they need to outsource it to a<br />

licensed waste management company with<br />

fare cost and are to take necessary measure for<br />

sound management throughout the sequence<br />

of management. <strong>Waste</strong> management<br />

companies are to obtain permission from local<br />

government on facility installation and<br />

business in waste management and are to<br />

observe related regulations.<br />
