4. M<strong>and</strong>ate opportunities <strong>for</strong> public participation in the decision to<br />
grant a permit <strong>for</strong> a new animal factory or expansion of an existing<br />
one.<br />
5. Require frequent inspection of animal factories <strong>and</strong> require<br />
factories to conduct regular air <strong>and</strong> water quality monitoring<br />
programs near manure storage facilities.<br />
6. Mobilize public support at the local, state, <strong>and</strong> federal level to get<br />
strong factory farm regulations enacted that are protective of the<br />
environment <strong>and</strong> public health, <strong>and</strong> involve citizens in monitoring<br />
the regulatory activities of state agencies to hold them responsible<br />
<strong>for</strong> en<strong>for</strong>cing these regulations.<br />
7. Educate consumers to avoid factory-produced meat <strong>and</strong> instead<br />
choose meat produced by diversified, family farmers using animal<br />
rearing <strong>and</strong> manure disposal methods that are harmonious with<br />
animal needs, the natural environment, <strong>and</strong> consumers'<br />
expectations.<br />
8. Mobilize public support <strong>for</strong> legislation that would <strong>for</strong>ce polluters<br />
to pay the total costs of their technology choices by making them<br />
reimburse the public <strong>for</strong> environmental <strong>and</strong> health damages caused<br />
by their operations, <strong>and</strong> by preventing them from being able to<br />
transfer unwanted costs of their technology choices, such as<br />
environmental cleanup <strong>and</strong> technology retrofits, onto taxpayers<br />
<strong>and</strong> consumers.<br />
9. Help citizens mobilize to oppose state <strong>and</strong> federal legislation<br />
giving animal factories <strong>and</strong> their owners <strong>and</strong> investors limited<br />
liability status that relieves them of responsibility <strong>for</strong> monetary<br />
<strong>and</strong> environmental damages.<br />
10. Mobilize public support to hold l<strong>and</strong> grant universities accountable<br />
<strong>for</strong> the time <strong>and</strong> public money they spend helping animal factories<br />
compete against independent family farms when they research,<br />
develop, <strong>and</strong> provide direct assistance with technologies that<br />
promote the interests of large-scale animal factory owners <strong>and</strong><br />
investors to the exclusion of smaller scale independent family<br />
farmers.<br />
11. Mobilize public support to put pressure on l<strong>and</strong> grant universities<br />
to research, develop, <strong>and</strong> provide technical assistance <strong>for</strong><br />
production technologies that are sustainable <strong>and</strong> appropriate <strong>for</strong><br />
the size <strong>and</strong> scale of independent family livestock farms.<br />
12. Prevent legislatures from taking control over zoning away from<br />
counties <strong>and</strong> townships.<br />
