7.5 Growth of Towns:
The number of towns in Nepal has been growing
over time. The 1952/54 census recognised 10 town
panchayats as urban areas. In 1961, 6 more localities
were incorporated as town panchayats which
increased the total number of towns to 16. In the
subsequent census of 1971, 5 towns were declassified
and equal number of new localities were again
incorporated as town panchayats thus keeping the
total number of towns unchanged. In the latest
census of 1981 seven more localities were considered
as urban areas. Thus, in 1981 census 23 town panchayats
were considered as urban areas.
The population growth rates of towns presented
in Table 7.3 should be interpreted with caution as
1 t reflects all the components of urban population
growths (a) natural increase (balance of births over
deaths in urban places), (b) net migration (the
balance of total movements into urban places over
movements out of these areas), and (c) expansion of
urban areas through changes in urban boundary by
means of annexation of adjacent rural areas. Because
