A <str<strong>on</strong>g>chain</str<strong>on</strong>g> map c<strong>on</strong>taining earnings data is useful in showing variati<strong>on</strong>s al<strong>on</strong>g and across<br />
<str<strong>on</strong>g>chain</str<strong>on</strong>g>s, but the averages can hide enormous differences. It is there<str<strong>on</strong>g>for</str<strong>on</strong>g>e useful in<br />
commenting <strong>on</strong> such a map to give the range of earnings in those stages or <str<strong>on</strong>g>chain</str<strong>on</strong>g>s which<br />
are of greatest c<strong>on</strong>cern. For example, earnings data of homeworkers may show that<br />
Agnes earns twice as much as Maria while earnings in the factory may differ by a factor<br />
of 4.<br />
9.3 Identifying relati<strong>on</strong>ships and leverage points<br />
In Chapter 8 we introduced the symbols that can be used <str<strong>on</strong>g>for</str<strong>on</strong>g> mapping relati<strong>on</strong>ships<br />
between enterprises. Sometimes it is possible to depict the type of relati<strong>on</strong>ship in the<br />
course of the initial interviews. Often, however, <strong>on</strong>e needs to probe deeper. In what<br />
follows, we set out how to do this.<br />
The most thorough way to judge what type of relati<strong>on</strong>ships prevail in the various parts of<br />
the <str<strong>on</strong>g>chain</str<strong>on</strong>g> is to ask mirror questi<strong>on</strong>s to both sides: supplier of cloth and the garment<br />
manufacturer, the homeworker and the manufacturer, the buyer and the manufacturer, etc.<br />
If you find that there are variati<strong>on</strong>s in any <strong>on</strong>e link, indicate in the diagram which is the<br />
typical or dominant relati<strong>on</strong>ship and explain the variati<strong>on</strong>s in the text.<br />
The following indicators (to be explored in the interviews) help you to identify the type of<br />
relati<strong>on</strong>ship. We use the terms ‘supplier’ and ‘customer’ to denote the two parties to the<br />
relati<strong>on</strong>ship.<br />
Indicators of market-based or arms-length relati<strong>on</strong>ship:<br />
Many customers/many suppliers<br />
Repeat transacti<strong>on</strong>s possible, but in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> flows limited<br />
No technical assistance.<br />
Indicators of balanced network:<br />
Supplier has various customers<br />
If supplier has few customers, customer has few suppliers<br />
Intense in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> flow in both directi<strong>on</strong>s<br />
Both sides have capabilities which are hard to substitute.<br />
Commitment to solve problems through negotiati<strong>on</strong> rather than threat or exit.<br />
