Introducti<strong>on</strong><br />
In developed and developing countries, grassroots organisati<strong>on</strong>s are trying to improve the<br />
livelihoods of in<str<strong>on</strong>g>for</str<strong>on</strong>g>mal producers. Such organisati<strong>on</strong>s have been c<strong>on</strong>cerned in particular<br />
with the home-based workers who carry out producti<strong>on</strong> tasks or provide services <str<strong>on</strong>g>for</str<strong>on</strong>g> the<br />
garment industry. Organisati<strong>on</strong>s such as the Self Employed Women’s Associati<strong>on</strong> (SEWA)<br />
of India, and HomeNet Internati<strong>on</strong>al, both founding members of Women in the In<str<strong>on</strong>g>for</str<strong>on</strong>g>mal<br />
Ec<strong>on</strong>omy: Globalizing and Organizing (WIEGO), have tried to provide homeworkers<br />
with in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> and organisati<strong>on</strong>al strength. Women represent a majority of those<br />
working in the garments industry, particularly in home based operati<strong>on</strong>s, where they are<br />
excluded from <str<strong>on</strong>g>for</str<strong>on</strong>g>mal labour market protecti<strong>on</strong> and organisati<strong>on</strong>.<br />
WIEGO has given the practiti<strong>on</strong>ers in these organisati<strong>on</strong>s a regular opportunity to<br />
exchange experiences, learn from each other and develop new instruments <str<strong>on</strong>g>for</str<strong>on</strong>g> placing<br />
local experiences in a global c<strong>on</strong>text. This has become increasingly necessary because the<br />
local prospects of enhancing skills and incomes depend <strong>on</strong> decisi<strong>on</strong>s taken in other parts<br />
of the globe. The globalisati<strong>on</strong> of product markets has led to an unprecedented<br />
interdependence of enterprises and workers across regi<strong>on</strong>al and nati<strong>on</strong>al boundaries.<br />
While this general point is well understood by all involved, the local workers and their<br />
organisati<strong>on</strong>s lack specific knowledge about the distant <str<strong>on</strong>g>for</str<strong>on</strong>g>ces which determine their<br />
c<strong>on</strong>diti<strong>on</strong>s. For example, how does the increasing c<strong>on</strong>centrati<strong>on</strong> in the retail sectors in the<br />
US or UK affect the organisati<strong>on</strong> of the <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> which they are part of? How does<br />
their per<str<strong>on</strong>g>for</str<strong>on</strong>g>mance - in terms of costs, quality, flexibility or speed - compare with that of<br />
competitors in other regi<strong>on</strong>s or countries? How do their earnings compare with those of<br />
similar producers elsewhere? Lack of knowledge <strong>on</strong> these and many other issues make it<br />
very difficult <str<strong>on</strong>g>for</str<strong>on</strong>g> homeworkers to defend their positi<strong>on</strong>s or become pro-active.<br />
Government bodies are unlikely to provide the required in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> and understanding;<br />
and the work of academic instituti<strong>on</strong>s is often too abstract to be of use to them.<br />
The <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> approach<br />
This is why WIEGO regards it as <strong>on</strong>e of its prime tasks to equip its member organisati<strong>on</strong>s<br />
with a new instrument to carry out the required <str<strong>on</strong>g>research</str<strong>on</strong>g> themselves. Discussi<strong>on</strong>s held at<br />
