under its jurisdicti<strong>on</strong>. Of course in some countries, e.g., India and Pakistan, there<br />
are important NGOs dealing specifically with homeworker issues. If you are<br />
working in such countries, you would surely include these am<strong>on</strong>g your<br />
interviewees.<br />
• Is there a local industrial policy <str<strong>on</strong>g>for</str<strong>on</strong>g> fostering the clothing industry? What <str<strong>on</strong>g>for</str<strong>on</strong>g>m does it<br />
take? Is it targeting particular <str<strong>on</strong>g>chain</str<strong>on</strong>g>s?<br />
These questi<strong>on</strong>s are best investigated through open-ended interviews with the<br />
relevant local government officials (Secretary of Industry) and Business<br />
Associati<strong>on</strong>s. If your <str<strong>on</strong>g>research</str<strong>on</strong>g> ultimately aims to c<strong>on</strong>tribute to a local industrial<br />
strategy, it is worth c<strong>on</strong>sidering an acti<strong>on</strong>-<str<strong>on</strong>g>research</str<strong>on</strong>g> approach developed by Jörg<br />
Meyer-Stamer. He calls it <strong>PACA</strong> – which stands <str<strong>on</strong>g>for</str<strong>on</strong>g> participatory assessment of<br />
competitive advantage – and draws in all stakeholders in identifying problems.<br />
The idea is to generate local ownership of the analysis and the recommendati<strong>on</strong>s<br />
and then involve these stake-holders in the implementati<strong>on</strong>. For details see<br />

• Does nati<strong>on</strong>al trade policy hold back or enhance the prospects of the local garment<br />
industry? Which <str<strong>on</strong>g>chain</str<strong>on</strong>g>s are affected? Are there trade regulati<strong>on</strong>s which limit the use<br />
of home-work?<br />
In some cases, homework may be limited by trade regulati<strong>on</strong>s. In Kenya, the<br />
Manufacturing Under B<strong>on</strong>d scheme, which offers benefits such as duty-free inputs<br />
to factories that export all of their producti<strong>on</strong>, puts strict limitati<strong>on</strong>s <strong>on</strong> the<br />
movement of materials or work-in-process outside of the factory. The duty-free<br />
materials must remain in a b<strong>on</strong>ded factory, and can <strong>on</strong>ly be moved from <strong>on</strong>e place<br />
to another under the direct supervisi<strong>on</strong> of a customs official. This makes the usual<br />
homework delivery and work system impossible <str<strong>on</strong>g>for</str<strong>on</strong>g> such factories.<br />
