WIEGO workshops suggest that the <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> approach is probably the best way<br />
<str<strong>on</strong>g>for</str<strong>on</strong>g>ward. This was certainly the c<strong>on</strong>sensus at the workshop <strong>on</strong> Value Chains in the<br />
Garment Industry in Ottawa in March 2000, which was attended by many practiti<strong>on</strong>ers<br />
and <str<strong>on</strong>g>research</str<strong>on</strong>g>ers of the WIEGO network. It was further rein<str<strong>on</strong>g>for</str<strong>on</strong>g>ced at the Annual WIEGO<br />
C<strong>on</strong>ference, held at Harvard in May 2000, attended by the leaders of these grassroots<br />
organisati<strong>on</strong>s, academic instituti<strong>on</strong>s and internati<strong>on</strong>al development agencies.<br />
Gobal <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> analysis can help to identify winners and losers from the globalisati<strong>on</strong><br />
of product markets and to find ways of spreading the gains from globalisati<strong>on</strong>. However,<br />
the analysis of global <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g>s is still at an early stage. Even academic <str<strong>on</strong>g>research</str<strong>on</strong>g>ers are<br />
still struggling to strengthen c<strong>on</strong>cepts, to develop useful tax<strong>on</strong>omies and produce good<br />
theories. Some progress, however, has been made and the member organisati<strong>on</strong>s of<br />
WIEGO are trying to use the emerging insights from <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> analysis <str<strong>on</strong>g>for</str<strong>on</strong>g> their more<br />
practical work.<br />
The feasibility of using this approach <str<strong>on</strong>g>for</str<strong>on</strong>g> collecting and interpreting sector and locati<strong>on</strong><br />
specific in<str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> was tested at the above-menti<strong>on</strong>ed workshop in Ottawa. This<br />
resulted in the request to WIEGO to develop a methodology manual which would enable<br />
practiti<strong>on</strong>ers and <str<strong>on</strong>g>research</str<strong>on</strong>g>ers world wide to provide robust analysis and identify leverage<br />
points <str<strong>on</strong>g>for</str<strong>on</strong>g> acti<strong>on</strong>. This request <str<strong>on</strong>g>for</str<strong>on</strong>g> a manual has been echoed by other organisati<strong>on</strong>s<br />
c<strong>on</strong>cerned with in<str<strong>on</strong>g>for</str<strong>on</strong>g>mal producers in food and other sectors. There have also been<br />
requests to translate such a methodology manual into Spanish and other languages. In<br />
short, the proposed manual is expected to be of use to many practiti<strong>on</strong>ers and <str<strong>on</strong>g>research</str<strong>on</strong>g>ers,<br />
well bey<strong>on</strong>d the WIEGO network.<br />
Organisati<strong>on</strong> of the manual<br />
The manual is organised into three parts. Part I deals with important c<strong>on</strong>cepts and issues.<br />
For some readers, these chapters will be a review of familiar material. For others, the<br />
ideas presented will be new. Either way, we hope that this part of the manual will help<br />
you to put your <str<strong>on</strong>g>research</str<strong>on</strong>g> into c<strong>on</strong>text. In Chapter 1, we present the situati<strong>on</strong> of<br />
homeworkers in the global ec<strong>on</strong>omy. Through the cases of two typical homeworkers –<br />
Maria and Agnes – we examine the reality of homeworking. Chapters 2 and 3 discuss the<br />
noti<strong>on</strong> of a global <str<strong>on</strong>g>value</str<strong>on</strong>g> <str<strong>on</strong>g>chain</str<strong>on</strong>g> and explore its practical importance <str<strong>on</strong>g>for</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g>ers trying<br />
