from various factors such as a fall in prices on the<br />

international markets (Table in Annex 1) as well<br />

as a decline in productivity (Figure 21). Other<br />

constraints to be taken into account include<br />

depleted plant cover and its various diseases, as<br />

well as the loss of soil fertility resulting from the<br />

degradation of the ecosystem (HILAIRE, 1995).<br />

However, due to certain positive results over<br />

the years (Table 6), one can hope for a gradual<br />

however slow, resolution of the problems affecting<br />

the agricultural sector. In 2007, the efforts made in<br />

this sector resulted in an increase of 2.9% and a<br />

growth of 1.7% in comparison with the previous<br />

fiscal year.<br />

A series of initiatives had been undertaken<br />

to promote the recovery of agricultural<br />

production. These are, according to IHSI<br />

(2008):<br />

• Increased financial and technical support<br />

from the Ministry of Agriculture and Rural<br />

Development (MARNDR) to the banana,<br />

export mango, coffee and bean sectors;<br />

• Intensification of the agricultural cooperation<br />

programme with Cuba;<br />

• Implementation of a Programme of urgent<br />

intervention in agriculture (PUID);
