energy sphere are commercial organisations and other persons operating in the following
areas: 15
a electric power transmission services;
b services for operational dispatch management in the electric power sector;
c transportation of gas by pipeline;
d transportation of oil and petroleum products by major pipeline; and
e thermal energy transmission services.
The Federal Anti-monopoly Service exercises control over the following in the energy
sphere: 16
a observance of the anti-monopoly legislation, including the activities of natural
monopoly entities;
b foreign investment in natural monopoly strategic defence and security entities; 17
and
c orders for goods, work and services for state purposes.
The Federal Customs Service implements state policy and legal regulation and control
in the customs area. 18 It has a special subdivision, the Central Energy Customs, which
performs customs operations at its customs posts relating to energy resources (electric
power, gas, oil, coal, peat, coke, fuel shale) and their refined products. 19
The Federal Service for Environmental, Technological and Nuclear Supervision
implements state policy and legal regulation in the given sphere and is the federal state
energy supervisory authority, the federal state supervisory authority for nuclear power
use, and the federal state supervisory authority for industrial safety, including security of
electric power and thermal units and grids. 20
