Information about use of renewal energy sources (including relevant generating
facilities) is included in the state information system for the fuel and energy complex.
ii Energy efficiency and conservation
Energy efficiency means the ratio of the useful effect from using energy resources to the
cost of obtaining them.
In Russia, requirements are set on the energy efficiency of buildings, structures,
goods, work and services, rules adopted for determining the energy efficiency class
of individual goods and apartment blocks, and bans or restrictions introduced on
production and circulation of certain goods with a low energy efficiency. Facilities are
equipped with energy resource consumption meters, energy inspections are carried out,
energy passports drawn up for facilities and energy servicing agreements concluded for
the purpose of energy saving and efficient use of energy resources by the customer.
In a number of cases, expenditure to save energy and increase the energy efficiency
of organisations engaged in regulated types of activity is taken into account when the
prices (tariffs) are set for goods and services (including for capital investment).
iii Technological developments
Technical and technological development in the sphere of use of renewable energy
resources in Russia is lagging behind the global level, partly because there are substantial
non-renewable energy resources.

THE YEAR IN REVIEW
In the course of liberalisation of the electric power sphere, certain problems have been
identified in providing a competitive environment and setting and holding down electric
power prices (tariffs). In the gas power industry, the focus has turned to exchange trade in
gas for the purpose of determining market prices for gas. Practical steps are being taken
to launch gas and oil extraction on Russia’s shelf. The coal power industry retains its
importance, but certain positive results have been achieved in energy saving and raising
energy efficiency.

CONCLUSIONS and OUTLOOK
The energy sector and energy resources remain the mainstay of the Russian economy,
securing its important position on the international energy markets.
Russia will undoubtedly continue to focus intently on its own national and the
international energy sectors.
