The Archaeology <strong>and</strong> Historic Preservation Division (AHPD) of the SHSND maintains the<br />

database for cultural resources sites in North Dakota. Verified sites are indexed according to<br />

the Smithsonian Institution Trinomial System. This information does not appear to be<br />

available electronically or online.<br />

State preservation plan<br />

The North Dakota State preservation plan is entitled Historic Preservation in North Dakota,<br />

2010–2015: A Statewide Comprehensive Plan <strong>and</strong> serves as a guide for preservation efforts<br />

at the state <strong>and</strong> local levels. The current plan (2010) is accessible at:<br />

http://history.nd.<strong>gov</strong>/hp/PDFinfo/ND2009CompHPPlan.pdf. It presents an overview of<br />

historic <strong>and</strong> prehistoric themes <strong>and</strong> discusses six primary goals <strong>and</strong> objectives, including:<br />

1. To provide financial <strong>and</strong> non-financial incentives for participation in historic preservation<br />

efforts <strong>and</strong> program activities;<br />

2. To increase awareness of the presence <strong>and</strong> value of cultural resources;<br />

3. To increase the effectiveness of the state’s preservation network;<br />

4. To promote programs to identify, record, evaluate, <strong>and</strong> preserve significant cultural<br />

properties;<br />

5. To increase appropriate treatment of historic properties; <strong>and</strong><br />

6. To increase regular inclusion of historic preservation concerns in the planning <strong>and</strong><br />

decision-making processes of agencies, organizations, <strong>and</strong> individuals whose activities have<br />

a potential to affect significant cultural resources.<br />

Resources for identifying locations of cultural resources (GIS, web, database, etc.):<br />

The database of information for cultural resources sites in North Dakota (the NDCRS) is<br />

maintained by the AHPD of the SHSND. Verified sites are indexed according to the<br />

Smithsonian Institution Trinomial System.<br />

Guidance to Federal agencies for 106 <strong>and</strong> other compliance:<br />

Guidance for review <strong>and</strong> compliance are contained in the North Dakota SHPO Guidelines<br />

Manual for Cultural Resource Inventory Projects (2006).<br />

Special forms for SHPO 106 notification or identified cultural resources:<br />

Requirements for research reports in North Dakota are contained in the guidance cited above.<br />

Special forms include the archeological site form, the architectural site form, <strong>and</strong> the historic<br />

site form. Forms can be downloaded from the agency website.<br />

Qualifications for cultural resources specialists:<br />

All activities performed under a permit issued pursuant to North Dakota Century Code<br />

chapter 55-03 must be conducted by or under the direct supervision of a professionally<br />

qualified individual. The listed st<strong>and</strong>ards mirror the Federal st<strong>and</strong>ards in 36 CFR Part 61. A<br />

st<strong>and</strong>ard for paleontology has been added to these state st<strong>and</strong>ards.<br />
