asphalt emulsion at the supplier’s plant to atta<strong>in</strong> a uniform consistency that<br />

cont<strong>in</strong>ues to meet m<strong>in</strong>imum viscosity requirements.<br />

3.1.3. Follow-up Discussions with Larger Industry Audience<br />

The goals of the FLH project and the need for <strong>in</strong>dustry response to the survey were<br />

<strong>in</strong>troduced to several Transportation Research Board (TRB) committees at the January<br />

2008 annual meet<strong>in</strong>g <strong>in</strong> Wash<strong>in</strong>gton, D.C., <strong>in</strong>clud<strong>in</strong>g the follow<strong>in</strong>g:<br />

• AFK10 – General Issues <strong>in</strong> <strong>Asphalt</strong> Technology<br />

• AFK20 – <strong>Asphalt</strong> B<strong>in</strong>ders<br />

• Task Force on Roadway Pavement Preservation<br />

• AHD20 – Pavement Ma<strong>in</strong>tenance<br />

Survey results and suggested specification test methods were presented to several<br />

groups who were then solicited for their comments. These groups <strong>in</strong>cluded:<br />

• Jo<strong>in</strong>t Annual Meet<strong>in</strong>g of the <strong>Asphalt</strong> Emulsion Manufacturers Association<br />

(AEMA), The <strong>Asphalt</strong> Recycl<strong>in</strong>g and Reclaim<strong>in</strong>g Association (ARRA) and the<br />

International Slurry Seal Association (ISSA) <strong>in</strong> February, 2008;<br />

Two presentations and a 1-hour breakfast meet<strong>in</strong>g with the International<br />

Technical Committee;<br />

By the end of the AEMA meet<strong>in</strong>g, <strong>in</strong>dustry response was sufficiently<br />

positive for Jim Sorenson of the FHWA Office of Asset Management to<br />

form the ETG <strong>Emulsions</strong> Task Force;<br />

• <strong>Asphalt</strong> B<strong>in</strong>der Expert Task Group <strong>in</strong> February, 2008;<br />

• Emulsion Task Force of the FHWA Pavement Preservation ETG <strong>in</strong> April, 2008<br />

(see discussion <strong>in</strong> Section 3.3.3.4),;<br />
