• Develop/improve performance methods for PME applications to <strong>in</strong>clude<br />

<strong>in</strong>teractions between modified asphalt emulsion and aggregate. Efforts to<br />

<strong>in</strong>clude cur<strong>in</strong>g tests establish<strong>in</strong>g time-to-traffic, moisture damage, and longer<br />

term performance under specified traffic and environmental conditions;<br />

• Improve controls on environmental and pavement conditions at time of<br />

construction;<br />

• Create Delayed-Acceptance or Certified Supplier Programs for <strong>Asphalt</strong><br />

<strong>Emulsions</strong>; and,<br />

• Conduct formal cost-benefit analyses with and without modifiers for specific<br />

asphalt emulsion applications.<br />

It is hoped that an ongo<strong>in</strong>g FLH field study cont<strong>in</strong>u<strong>in</strong>g under the report-only format can<br />

be used to support some of these research needs. There are several FLH chip seals<br />

scheduled for the summer of 2008. The materials used should be tested us<strong>in</strong>g the<br />

suggested Strawman protocols presented here<strong>in</strong>. As the laboratory data are collected,<br />

it must be correlated with field performance.<br />

Although problems with cur<strong>in</strong>g might be visible shortly after construction, ultimate<br />

performance cannot be analyzed until many years later. FLH collects video pavement<br />

management data every three years. More frequent field <strong>in</strong>spection may be needed as<br />

the Strawman tests are run. Ty<strong>in</strong>g the field performance <strong>in</strong>formation over time to the<br />

test results should be an on-go<strong>in</strong>g process. A Materials Library of the tested materials<br />

should also be ma<strong>in</strong>ta<strong>in</strong>ed, so that materials may be retested as the test methods are<br />

perfected and pavement performance is known.<br />
