• Discussions with Dr. Jack Youtcheff, Leader of FHWA’s asphalt research team at<br />
Turner-Fairbanks. [Note: Dr. Youtcheff oversaw the asphalt chemistry research and the<br />
development of Superpave b<strong>in</strong>der specs as a member of the SHRP staff, and now has<br />
responsibility for approv<strong>in</strong>g research projects and work plans developed by the WRI<br />
“Fundamental Properties” Study and by the <strong>Asphalt</strong> Research Consortium, as well as def<strong>in</strong><strong>in</strong>g<br />
asphalt research to be conducted at Turner-Fairbanks. He is also a member of the B<strong>in</strong>der ETG<br />
and the <strong>Emulsions</strong> Task Forces.]<br />
Dr. Youtcheff states that he is <strong>in</strong>terested <strong>in</strong> fund<strong>in</strong>g studies that would advance<br />
performance-based asphalt emulsion specifications. He has some ideas as to<br />
how the WRI and ARC work plans can be reworked to fit identified research<br />
needs, and is prepared to pursue money to support some related activities with<strong>in</strong><br />
FHWA’s labs at Turner-Fairbanks. However, Youtcheff feels it is important that<br />
any def<strong>in</strong>ed research needs for asphalt emulsion applications come from the<br />
newly-formed FHWA ETG <strong>Emulsions</strong> Task Force, rather than from <strong>in</strong>dividuals or<br />
s<strong>in</strong>gle projects. Dr. K<strong>in</strong>g chairs the emulsion residue test<strong>in</strong>g subcommittee of the<br />
<strong>Emulsions</strong> Task Force (ETF), and will <strong>in</strong>itiate efforts accord<strong>in</strong>gly. Further<br />
discussions with Dr. Youtcheff, WRI/ARC <strong>in</strong>vestigators, and ETF subcommittee<br />
members are planned for the Association of <strong>Asphalt</strong> Pav<strong>in</strong>g Technologists<br />
(AAPT) meet<strong>in</strong>g scheduled for late April 2008.<br />
• Recommendations from the FHWA/FP 2 “Spray Applied <strong>Polymer</strong> <strong>Surface</strong> Seals<br />
Study.” The recently completed FHWA/FP 2 study “Spray Applied <strong>Polymer</strong><br />
<strong>Surface</strong> Seals” recommends that new chip seals be fog-sealed immediately after<br />
broom<strong>in</strong>g if problems from w<strong>in</strong>dshield damage or long term chip loss are<br />
anticipated (102). Roger Olsen of MnDOT reports that they now fog seal almost<br />
all new chip seals, and as a result, w<strong>in</strong>dshield and snowplow damage have been<br />
reduced, and customer acceptance is unusually high because the black color<br />
leads to a perception among the driv<strong>in</strong>g public that a new HMA overlay has just<br />
been placed. To ma<strong>in</strong>ta<strong>in</strong> optimal embedment, the <strong>in</strong>itial application of CRS-2P<br />
