as passive recipients or, worse, as <strong>in</strong>struments for exploitation. Develop<strong>in</strong>g<br />

countries, on the other hand, should concentrate all their efforts <strong>in</strong>to strengthen<strong>in</strong>g<br />

good governance, by combat<strong>in</strong>g corruption with<strong>in</strong> their public adm<strong>in</strong>istration and<br />

by restor<strong>in</strong>g trust <strong>in</strong> the judiciary and <strong>in</strong> the law enforcement powers as guardians<br />

of social stability and security. F<strong>in</strong>ally, the efforts of South - South partnerships<br />

should be encouraged, as emerg<strong>in</strong>g market economies take the lead to susta<strong>in</strong>able<br />

change <strong>in</strong> their area of <strong>in</strong>fluence 2 .<br />

Accord<strong>in</strong>g to the 2008 Corruption Perception Index, measured by Transparency<br />

International, the difference <strong>in</strong> perceived levels of corruption <strong>in</strong> rich and poor<br />

countries rema<strong>in</strong>s as sharp as ever, with at the top, Denmark, new Zealand and<br />

Sweden scor<strong>in</strong>g 9.3 (lowest level of perceived corruption) and at the bottom, Iraq,<br />

Myanmar (1.3) and Somalia scor<strong>in</strong>g 1.0 (highest level of perceived corruption) 3 . In<br />

the survey, low CPI scores <strong>in</strong>dicate that public <strong>in</strong>stitutions are heavily compromised<br />

and that social and political <strong>in</strong>stability levels are high.<br />
