whole percentage 55 . Recently, editors from the most prestigious scientific journals<br />
have launched The “African Medical Journal Partnership Project” 56 organized by the<br />
US Fogarty International Centre and the National Library of Medic<strong>in</strong>e (NLM), to<br />
foster capacity build<strong>in</strong>g <strong>in</strong> medical publish<strong>in</strong>g <strong>in</strong> Africa and to assist African Journal<br />
develop their capacity to attract scientific research report<strong>in</strong>g by match<strong>in</strong>g their<br />
journals with African journals.<br />
THE CAPACITY FOR THE ETHICAL REVIEW OF RESEARCH IN AFRICA<br />
Closely <strong>in</strong>terrelated to the necessity to strengthen education and research with<strong>in</strong><br />
develop<strong>in</strong>g countries health systems is the necessity to foster and sharpen the<br />
ethical capacity for evaluat<strong>in</strong>g health research, <strong>in</strong> view of the recent and massive<br />
<strong>in</strong>crease <strong>in</strong> pharmaceutical research globally. High quality capacity for biomedical<br />
research review is a key component of health development that should always keep<br />
<strong>in</strong>to account the cultural, social and economic context of the country where<br />
research is conducted. Unethical research leads to failure <strong>in</strong> deliver<strong>in</strong>g useful<br />
<strong>in</strong>terventions and decreases public trust <strong>in</strong> research.<br />
As po<strong>in</strong>ted out <strong>in</strong> an Editorial <strong>in</strong> the NEJM published <strong>in</strong> 2001, there is also a<br />
grow<strong>in</strong>g need for transparency <strong>in</strong> the sponsorships of cl<strong>in</strong>ical trials, especially <strong>in</strong><br />
countries with poor regulatory <strong>in</strong>frastructure, and <strong>in</strong> the ability to evaluate such<br />
sponsorships <strong>in</strong> ethical terms 57 . Still, to date, aga<strong>in</strong>st the growth <strong>in</strong> <strong>in</strong>ternational<br />
research, there has been no commensurate <strong>in</strong>vestment <strong>in</strong> the development of ethics<br />
review capacity and <strong>in</strong>frastructure <strong>in</strong> the develop<strong>in</strong>g world.<br />
<strong>Research</strong> <strong>in</strong>spections based on the <strong>in</strong>ternational guidel<strong>in</strong>es and on good cl<strong>in</strong>ical<br />
practice (GCP <strong>in</strong>spections) assure cl<strong>in</strong>ical trial data reliability and guarantee the<br />
patient’s rights. These requirements are necessary for the scientific and ethical<br />
assessment of the research protocol and for the subsequent medic<strong>in</strong>al market<strong>in</strong>g<br />
authorisation. The reliability of research protocols and <strong>in</strong>vestigational sites also<br />
derives from many factors, the most important be<strong>in</strong>g a regular and systematic<br />
<strong>in</strong>spection, analysis and evaluation by <strong>Research</strong> Ethics Committees (REC). Data<br />
result<strong>in</strong>g from mult<strong>in</strong>ational cl<strong>in</strong>ical trials performed <strong>in</strong> many countries are utilised<br />
for the purpose of market<strong>in</strong>g authorisation. Cl<strong>in</strong>ical data obta<strong>in</strong>ed from <strong>Countries</strong><br />
with high qualitative level of GCP <strong>in</strong>spection systems are considered by National<br />
Regulatory Authorities more reliable.<br />
