FOREWORDS<br />

It is with great pleasure that I <strong>in</strong>vite you to read this <strong>UNICRI</strong> and AIFA publication that<br />

summarizes the results of a collaborative project, culm<strong>in</strong>at<strong>in</strong>g with an International<br />

Round Table on “<strong>Biomedical</strong> <strong>Research</strong> <strong>in</strong> Develop<strong>in</strong>g <strong>Countries</strong>: the Promotion of Ethics,<br />

Human Rights and Justice”, held <strong>in</strong> Rome on 15 and 16 December 2008.<br />

The highest <strong>in</strong>spiration that should always direct and shape advancement of science is the<br />

benefit to humank<strong>in</strong>d, with the <strong>in</strong>crease of life expectancy and the improvement of the<br />

quality of life as its basic and most immediate effects and the universal respect for human<br />

rights, dignity and fundamental freedoms as its core values.<br />

The strong l<strong>in</strong>k between good health and development has been amply demonstrated.<br />

Underdevelopment not only denotes poverty and <strong>in</strong>equality, but also low life expectancy,<br />

low levels of education, and low standards of liv<strong>in</strong>g. As per the WHO def<strong>in</strong>ition, “health<br />

is a state of complete physical, mental and social well-be<strong>in</strong>g” and not merely the absence<br />

of disease or <strong>in</strong>firmity.<br />

In the case of develop<strong>in</strong>g countries, strengthen<strong>in</strong>g of the health agenda has become a<br />

paramount necessity. Access to food, water sanitation, drugs availability and access to<br />

healthcare services are priorities clearly set out <strong>in</strong> the United Nations Millennium<br />

Declaration.<br />

<strong>UNICRI</strong> is deeply <strong>in</strong>volved <strong>in</strong> the promotion of the UN Millennium Declaration and its<br />

Goals.<br />

Today underdevelopment generates crime and crime generates underdevelopment and the<br />

most vulnerable and exposed subjects pay the highest price of this vicious cycle.<br />

With almost 40 years of experience, <strong>UNICRI</strong> supports governments and the <strong>in</strong>ternational<br />

community <strong>in</strong> tackl<strong>in</strong>g the threat of crime to development and stability and <strong>in</strong><br />

strengthen<strong>in</strong>g human rights. In this respect, its mission is deeply embodied <strong>in</strong> the MDGs<br />

core objectives. The Institute has been always at the forefront of justice reform, crime<br />

prevention, victims protection and <strong>in</strong>novative security policies.<br />

Development, rights and security are <strong>in</strong>terdependent. <strong>UNICRI</strong> work is based on the<br />

assumption that the more poverty and <strong>in</strong>justice will affect people, the more the world will<br />

be an unsafe place for everybody. Justice shall not be an empty word but the flagship of<br />

the commitment to defend the rights and the equal opportunities of each man. That is<br />

why <strong>UNICRI</strong> is putt<strong>in</strong>g the people at centre of its work.<br />

Strong <strong>in</strong>stitutional capacity is necessary to address development and security. Bad<br />

governance and corruption represent the ma<strong>in</strong> dra<strong>in</strong> of resources from vital sectors such<br />

as healthcare and education.<br />
